According to Article 21 of the Charter issued with Circular 32/2020/TT-BGDDT, what are the documents for management of education provision in Vietnam?
- For secondary schools:
+ Student records
+ School report books
+ Student progress monitoring and assessment books (by class)
+ Documents on education provided for students with disabilities (if any)
+ Education plans of each school (by academic year).
+ Lesson start record books
+ Books for management of degree/certificate conferral
+ Books for management of documents and official dispatches sent and received, and archived documents and official dispatches sent and received
+ Documents on educational equipment and library management
+ Finance and property management documents
+ Documents on inspection and assessment of officials, teachers and staff
+ Student health monitoring documents
+ Student reward and discipline documents
+ Documents on universalization of education (for lower secondary level)
- For specialized teams:
+ Education plan of each team (by academic year).
+ Meeting record books
- For teachers:
+ Education plan of each teacher (by academic year).
+ Lesson plans
+ Student progress monitoring and assessment books
+ Homeroom teacher books (for homeroom teachers)
- Electronic files of the documents mentioned in Clauses 1, 2 and 3 Article 21 of the Charter issued with Circular 32/2020/TT-BGDDT may be used instead of their physical version following a roadmap suitable for the capacity of each locality, school and teacher and in accordance with requirements for lawfulness of electronic documents.
Departments of Education and Training shall stipulate electronic document management based on connectivity and data standards from the Ministry of Education and Training.
- Preservation of documents for management of education provision is provided for by law.
Regulations on assessment of student performance according to Article 22 of the Charter issued with Circular 32/2020/TT-BGDDT are as follows:
- Student performance shall be assessed in compliance with regulations on student assessment and ranking from the Ministry of Education and Training.
- Students shall be assessed in accordance with regulations of general education curricula promulgated by the Minister of Education and Training; in a manner that ensures comprehensiveness, fairness, honesty and impartiality; with the aim of improving student performance and a focus on encouraging students' growth; and via different methods, techniques and tools; avoid comparing students against each other or placing students, teachers and students’ parents under pressure.
- For primary school students of multi-level schools having completed their primary school programs and meeting the requirements set by the Ministry of Education and Training, their school principals shall certify that they have completed primary education in their school report books.
- For students having completed their lower secondary school programs and meeting the requirements set by the Ministry of Education and Training, heads of Bureaus of Education and Training managing their schools shall confer upon them the lower secondary school diploma.
- Students having completed their upper secondary programs and meeting the requirements set by the Ministry of Education and Training will be eligible to take the graduation examination.
Directors of Departments of Education and Training shall confer the upper secondary school diploma upon those who pass this exam. For students who do not take this exam or fail this exam, principals of their schools shall confer upon them the certificate of completion of general education.
- Information technology shall be applied to assessment of student performance following a road map suitable for the actual capacity of each educational institution and in a manner that complies with assessment requirements, aims for student's improvement and promotes teaching and educational methods that nurture student’s virtue and capacity.
