What are officials of the People's Procuracy Sector not allowed to do when performing official duties in Vietnam?

According to Article 7 of the Regulations issued together with Decision 457/QD-VKSTC in 2023, when performing public duties, officials of the People's Procuracy are not allowed to do the following:

(1) For civil servants, public employees, and workers

- Taking advantage of one's influence to illegally intervene and influence the person responsible for resolving the case or incident; Impersonating individuals to handle work; taking advantage of the organization's name to handle personal affairs;

- Having a bureaucratic, authoritative, or bossy attitude or behavior that causes difficulties or troubles for agencies, organizations, units, or individuals while handling work;

- Revealing, appropriating, or trading in State secrets, work secrets; falsifying, damaging, or losing documents and objects containing State secrets or professional secrets; losing, damaging, or falsifying records and documents of cases or matters when assigned to resolve; arbitrarily taking files and documents out of the agency without the consent of the leader;

- Using words that offend the honor and dignity of people who are performing duties or official duties, or suggesting, threatening, or forcing them to accept or make statements that are not objective or false;

- Refusing to comply with legal requests within assigned responsibilities and tasks;

- Receiving money, property, other material benefits, and spiritual benefits from agencies, organizations, units, and individuals contrary to the provisions of law, negatively affecting the performance of duties and public duties;

- Using personal entertainment devices during working hours;

- Letting wife (husband); their father, mother, or person directly raising or father, mother of the wife (husband), person directly raising wife (husband); biological children, adopted children, daughters-in-law, sons-in-law; siblings; Your spouse's siblings participate in defense or legal advice on cases that you monitor, direct, or directly resolve.

(2) For Officials, and public employees holding leadership and management positions

Officials, and public employees holding leadership and management positions are not allowed to do the things specified in (1) and the following:

- Arrange spouse; their father, mother, person directly raising or father, mother of the wife (husband), person directly raising wife (husband); biological children, adopted children, daughters-in-law, sons-in-law; siblings; siblings of the spouse holding management positions in personnel organization, accounting, finance, treasurer, and storekeeper in agencies and units or buy and sell supplies, goods, make transactions, sign contracts to serve the activities of the agency or unit where you hold a leadership or management position or arrange these people to simultaneously hold relevant positions according to regulations on controlling power and preventing and combating corruption and negativity in personnel work.

- Using funds and other assets of the State, agencies, and units contrary to the provisions of law.

- Covering up or turning a blind eye to civil servants, public employees, and employees under management who commit corrupt, misconduct, or other violations.

03 principles in the Regulations on conduct and public service culture in the People's Procuracy:

(i) Ensuring the inheritance and promotion of traditional values and the good cultural identity of the nation while meeting the requirements of international integration.

(ii) Consistent with the orientation of building a professional team of cadres, civil servants, public employees, and workers in the People's Procuracy to meet the requirements of administrative reform and modernization of state administration.

(iii) Ensure compliance with the provisions of law, internal rules and regulations of the People's Procuracy, and other relevant regulations on cadres, civil servants, public employees, and employees.
