On October 8, 2024, the Prime Minister of the Government of Vietnam issued Official Telegram 104/CD-TTg concerning the push to accelerate the disbursement of public investment funds in the final months of 2024.

The Prime Minister of the Government of Vietnam requires ministries, central agencies, and local authorities to perform their assigned functions, duties, and powers as follows:

- Fully grasp the role and significance of public investment for socio-economic development, identifying the disbursement of public investment funds as one of the foremost political tasks across all levels and sectors, thereby contributing to economic growth, creating new development spaces, reducing logistics costs, and providing employment and livelihoods for the people.

- Closely adhere to the directives of the Government of Vietnam, the Prime Minister of the Government of Vietnam, especially Directive 26/CT-TTg dated August 8, 2024, issued by the Prime Minister of the Government of Vietnam, which includes decisive command, management, and execution of “5 determinations”, “5 assurances” in organizational implementation, with the slogan “overcome sun, win rain, not defeated by wind and storm”, “eat quickly, sleep urgently”, “work in three shifts and four crews”, “work through holidays, festivals, and Tet”, “only discuss to do, not to retreat” to complete institutions, policies, enhance discipline, promptly resolve bottlenecks and obstacles in implementation, and accelerate disbursement of public investment funds in 2024.

- Recommendation for party committees and authorities at all levels to lead, direct with high determination, great effort, decisive, concrete, and effective actions; allocate tasks clearly identifying persons, tasks, responsibilities, progress, and results; focus on urging, inspecting, supervising, proactively, and promptly handling difficulties and obstacles within their authority or report for higher-level authority resolution as per regulations.

- Carry out effective work to overcome the aftermaths of Storm No. 3 (Yagi), quickly stabilize human resources, materials, machinery, and urgently resume construction of public investment projects in areas affected by storms and floods. Also, closely monitor the weather situation and developments, effectively build and implement disaster prevention plans, proactively build and implement appropriate construction solutions, adjust project schedules, ensure approved progress.

- Accelerate land clearance, prioritize sufficient budget allocation for compensation and land clearance on qualified areas; enhance resources and materials, effectively conduct communication, persuasion, inventory, and rapid construction of resettlement areas, expediting land clearance handovers for construction.

- Continue strictly implementing directives from the leadership of the Government of Vietnam on resolving difficulties related to licensing quarries, exploiting stone, sand, earth materials; implement measures to control prices and quality of materials serving public investment projects ensuring speed, efficiency, and legal compliance.

- Speed up the process, reduce administrative procedures related to public investment disbursement by at least 30%, enhance payment, settlement of public investment funds, avoid backlog of executed but unpaid volumes, prevent last-minute payments by year-end.

- Further enhance the effectiveness of the Special Task Force on public investment disbursement led by the Chairman of the provincial People's Committee. Assign leaders to monitor, increase the frequency of inspection, supervision, evaluate specific performance results weekly, closely follow project implementation progress and resolve procedures at Ministries, Central agencies, local authorities, as well as at subordinate units to promptly rectify existing issues, solve difficulties and obstacles, accelerate implementation progress and disbursement of public investment funds.

- Proactively review, evaluate the disbursement capacity of each project, aggregate additional capital needs of projects, and have a plan to adjust capital from slow-disbursing projects to those capable of disbursement within the internal ministry, central agency, locality as per regulations.

- Tighten discipline and order in public investment disbursement; promptly commend, reward organizations, individuals, units achieving good results in public investment disbursement; strictly handle investors, Project Management Boards, organizations, and individuals intentionally creating difficulties, obstacles, irresponsibly delaying fund allocation, adjustment, project implementation, and public investment fund disbursement. Promptly replace officials and public employees who are incompetent, sluggish, causing obstruction and negativity.

- Enhance the quality of investment project preparation, closely follow the processing by specialized agencies to promptly explain, complete dossiers in accordance with regulations, thoroughly overcome the situation of “funds waiting for projects”, prepare the best conditions for implementing the public investment plan for 2025.

- Hanoi City and Ho Chi Minh City continue to strongly promote endogenous strength, play their role and position as the country's leading economic engines, focus leadership, direct, implement more decisive, prompt, and effective solutions to accelerate the disbursement of public investment funds in 2024, promote traditional growth drivers, exploit new growth drivers; synchronously, effectively implement Capital Law, Resolution 98/2023/QH15 of the National Assembly, create new breakthroughs, strong transition for the socio-economic development of the two cities, contributing more to the overall development of the country.
