Expenses for visits and allowances for officials in trade union organizations in Vietnam (Latest)

On August 1, 2024, the Vietnam General Confederation of Labor issued Decision No. 1411/QD-TLD on Regulations of standards, expenditure limits, and policies in trade union organizations, detailing the latest visiting and allowance rates for officials in trade union organizations as follows:

(1) Allowance, Support, and Visiting Costs for Officials in trade union organizations

- Officials and public employees, workers authorized to sign labor contracts (hereinafter referred to as Official) in trade union organizations who suffer from illness, accidents, or epidemics requiring hospital treatment (inpatient, outpatient) are eligible for visiting costs up to 1,000,000 VND per time (no more than twice per year);

- Officials in trade union organizations with serious illnesses receive allowances up to 3,000,000 VND/person/year;

- When a Official in a trade union agency passes away, their relatives are supported with up to 5,000,000 VND; condolence expenses of 1,000,000 VND, and incense, flowers expenses;

- Biological parents, parents-in-law, spouse, or children (including biological and adopted as per law) of Officials in trade union organizations who pass away receive allowances up to 3,000,000 VND/person; condolence expenses of 1,000,000 VND, and incense, flowers expenses;

- Official's families in trade union organizations facing sudden difficulties due to natural disasters, fires, accidents, epidemics, or other special reasons are supported up to 3,000,000 VND/time; relatives (parents, in-laws, spouse, or children) suffering from long-term illness or accidents requiring treatment receive visiting costs up to 1,000,000 VND/time (no more than twice per year).

(2) Expenditure Regime for Officials in trade union organizations When Retiring or Transferring work

- Gifts for Officials in trade union organizations upon retirement:

Vietnam General Confederation of Labor: Maximum expenditure of 4,000,000 VND/person;

Provincial, municipal labor unions and equivalents; Direct superior union levels: Maximum expenditure of 3,000,000 VND/person.

Official retiring at any unit will be covered by that unit.

- Officials in trade union organizations transferring to another unit:

Vietnam General Confederation of Labor; Provincial, municipal labor unions and equivalents; Direct superior union levels: Maximum gift expenditure of 2,000,000 VND/person.

- Members of the Executive Committee, Inspection Committee of the union when stepping down from the Executive Committee or Inspection Committee will receive gifts according to the rates:

+ Vietnam General Confederation of Labor: Maximum expenditure of 3,000,000 VND/person;

+ Provincial, municipal labor unions and equivalents: Maximum expenditure of 2,000,000 VND/person;

+ Direct superior union levels: Maximum expenditure of 1,000,000 VND/person.

- Visiting costs for specialized trade union officials retiring from trade union organizations on the occasion of the Vietnam Trade Union establishment day, Tet: Maximum expenditure of 500,000 VND/person/time.

- Visiting costs for retired Officials in trade union organizations with serious illnesses: Maximum expenditure of 1,000,000 VND/person/time/year.

- Condolence costs for retired Officials in trade union organizations upon passing: Maximum expenditure of 1,000,000 VND/person and costs of purchasing incense, flowers.

(3) Social Activity Expenditure Regime

- Visiting and encouraging costs for union members, workers, public employees meeting difficulties, labor accidents, occupational diseases, serious illnesses, food poisoning, natural disasters, fires, epidemics...; visiting wounded soldiers, sick soldiers, victims of Agent Orange, martyrs’ family members, Vietnamese heroic mothers, as follows:

+ Vietnam General Confederation of Labor; Provincial, municipal labor unions and equivalents: Maximum of 2,000,000 VND/person/time;

+ Direct superior union levels: Maximum of 1,000,000 VND/person/time.

+ Number of persons visited and visiting costs to be decided by the head of the agency, unit of estimate decision.

- Support costs for union members and workers at agencies, units, enterprises contributing union funds who pass away due to labor accidents, occupational diseases, serious illnesses, food poisoning, natural disasters, fires, epidemics, their relatives receive support up to 10,000,000 VND/person.

- Support costs for union members and workers at agencies, units, enterprises contributing union funds with permanent disabilities caused by labor accidents, occupational diseases, serious illnesses, food poisoning, natural disasters, fires, epidemics receive support from 5,000,000 VND/person to 10,000,000 VND/person.

- Support costs for union members and workers at agencies, units, enterprises contributing union funds suffering from labor accidents, occupational diseases, serious illnesses, food poisoning, natural disasters, fires, epidemics requiring hospital treatment receive support up to 5,000,000 VND/person.

- Leaders of union levels visiting, encouraging military units, police, other functional forces in borders, islands, inland with essential, specific tasks; visiting wounded soldier camps, orphanages, supporting union shelter works... expenditure levels decided by the head of the agency, unit of estimate.

(4) Collaborator Expenditure Regime

- Groups and individuals with significant contributions, assistance to union activities, receive collaborator expenses as follows:

+ Vietnam General Confederation of Labor:

++ From 300,000 VND to 1,000,000 VND/individual;

++ From 2,000,000 VND to 5,000,000 VND/group.

+ Provincial, municipal labor unions and equivalents:

++ From 200,000 VND to 500,000 VND/individual;

++ From 1,000,000 VND to 2,500,000 VND/group.

+ Direct superior union levels:

++ From 100,000 VND to 300,000 VND/individual;

++ From 500,000 VND to 1,500,000 VND/group.

- For collaborators, leaders of Ministries, sectors, localities, units frequently related, assisting, supporting units when ill, diseased, deceased, or their relatives (parents, in-laws, spouse, or children) pass away: each case will be individually considered by the head of the estimating agency for visiting and condolence expenses from 500,000 VND to 2,000,000 VND/person/time.

In cases requiring higher collaborator expenses, the head of the estimating agency decides the expenditure level.

- Celebratory costs for agencies, units on anniversaries, celebrations, establishment days, congresses...:

+ Vietnam General Confederation of Labor: Maximum expenditure of 3,000,000 VND/unit;

+ Provincial, municipal labor unions and equivalents: Maximum expenditure of 2,000,000 VND/unit;

+ Direct superior union levels: Maximum expenditure of 1,000,000 VND/unit.

The above spending levels do not include the cost of gift flowers (if any).
