1. Tasks of the Vietnam National Agriculture and Fishery Extension Center 

The tasks of Vietnam National Agriculture and Fishery Extension Center include:

- Participate in formulating policies, strategies, long-term, five-year, and annual development plans, programs, projects, and legal documents on agricultural extension.

- Implement the agricultural extension plans, programs, and projects after they are approved by the Ministry of Agriculture and Rural Development (hereinafter referred to as the Ministry).

+ Elaborate and submit to the Ministry the annual budget allocation plan for agricultural extension programs and projects and organize the implementation after the Ministry approves it;

+ Sign agricultural extension contracts with domestic and foreign organizations and individuals in accordance with the law;

+ Directly implement a number of key agricultural extension programs under the approval of the Ministry.

- Guide the contents and methods of agricultural extension activities for agencies and units participating in agricultural extension activities; coordinate with relevant agencies and units under the Ministry and localities in inspecting and evaluating agricultural extension programs and projects.

- Preside over the development of agricultural extension programs and manuals; organize technical and professional training for staff, agricultural extension collaborators at all levels, and farmers.

- Assume the prime responsibility for, and coordinate with mass media agencies in, organizing the propagation of the Party and State's guidelines and policies; scientific, technological, and market information; advanced models in production and business, cooperative models; and the new rural model.

- Organize and participate in contests, seminars, fairs, exhibitions, forums, study tours, and exchanges of experiences related to agricultural activities and rural development.

- Consult and provide agricultural and rural services according to their assigned functions and tasks in accordance with the provisions of law.

- Manage and use the Fund for agricultural extension activities in accordance with the law.

- International cooperation on agricultural extension as prescribed by law.

- Report on the results of the implementation of programs and projects on agricultural extension.

- Implement administrative reform and renew working methods, modernize offices, apply information technology to serve agricultural extension work.

- Effectively manage and use assets, finances, materials, funds, labor, and other resources assigned according to regulations.

- Perform other tasks assigned by the Minister.

2. Organizational apparatus of Vietnam National Agriculture and Fishery Extension Center 

- Leader:

+ The Center's leadership has a Director and Deputy Directors appointed by the Minister.

+ The Director of the Center manages the activities of the Center, is responsible before the Minister and before the law for the activities of the Center.

+ The Deputy Director of the Center assists the Director of the Center, taking responsibility before the Director and before the law for the performance of assigned tasks.

- Organizational structure of the Center:

+ General Planning Department;

+ Finance Department;

+ Information and propaganda department;

+ Training and coaching department;

+ Technology Transfer Department;

+ Permanent department in the South, headquarter located in Ho Chi Minh City;

+ Standing department in South Central and Central Highlands, headquarter is located in Buon Ma Thuot city, Dak Lak province.

- Units under the Center:

+ Center for Training and Transfer of Agricultural Technology in the South (established on the basis of the Center for Training and Transfer of Aquaculture Technology in the Mekong Delta);

+ Other units established and operating on the basis of projects developed by the Center and submitted to the Ministry for approval;

The Director of the National Agriculture and Fishery Extension Center shall prescribe the tasks and arrange the staff in accordance with their expertise and profession according to current regulations; develop and submit to the Ministry for approval the Charter on organization and operation of the National Agriculture and Fishery Extension Center, the Regulation on management and administration of the Fund for Agricultural Extension Activities in accordance with the provisions of law.
