Regarding this issue, LawNet would like to answer as follows:

1. Position and functions of the Journal on Information and Communications Technology in Vietnam

Journal on Information and Communications Technology is an organization under the Ministry of Information and Communications; it is a specialized "information - theory and science and technology" Journal, performing the functions of exchanging information, publishing high-quality research results, disseminating knowledge, exchanging experiences, and introducing advanced models of information - theory, science, technology, and management science in fields under the state management of the Ministry of Information and Communications.

Journal on Information and Communications Technology is a revenue-generating public service unit with legal status, its own seal and account for transactions in accordance with the law, and its headquarters located in Hanoi.

The Journal of Information and Communications Technology has an international transaction name: Journal on Information and Communications Technology (JoICT).

2. Tasks and powers of the Journal on Information and Communications Technology in Vietnam

Journal on Information and Communications Technology has the following tasks and powers in Vietnam:

- Prepare an annual operation and development plan for the Journal and submit it to the Minister of Information and Communications for approval. Organize the collection, selection, editing, publishing, and distribution of printed publications and electronic news pages of the Journal in accordance with the law on press and relevant legal regulations; Organize a team of domestic and international collaborators.

- Organize research and collect data related to policy mechanisms, science, and technology in specialized fields managed by the Ministry of Information and Communications; collect data related to activities in the fields under the management of the Ministry, localities, and businesses throughout the country; and be allowed to publish such data on the news media of the Journal. (except for confidential information and data prescribed by the state).

- Coordinate with relevant agencies to exchange state management information to improve staff capacity and the quality of publications.

- Organize a council of advisory experts for the Journal and build a team of collaborators.

- Coordinate with relevant domestic and international units to organize scientific seminars and symposiums on fields under the Ministry's state management within the scope of assigned functions and tasks according to the regulations of the Law.

- Sign and implement communication and advertising service contracts on the Journal with organizations and individuals in need within the scope of assigned functions and tasks and according to the provisions of law.

- Associate, sign, and implement contracts with domestic and foreign organizations and individuals to carry out the tasks of propaganda, research, criticism, evaluation, and dissemination of knowledge and scientific and technical information according to the provisions of the law and the Ministry's annual legal education propaganda and dissemination plan.

- Cooperate, exchange, and use voluntary donations from organizations and individuals for activities consistent with the functions and tasks of the Journal.

- Organize professional training for editors, reporters, and collaborators of the Journal.

- Manage organizations, officers, employees, assets, records, and documents according to the provisions of the law and the decentralization of the Minister.

- Perform other tasks assigned by the Minister of Information and Communications.
