Provincial People's Committee of Vietnam shall bear full responsibility for managing extra teaching and learning activities in the area

Currently, the enrollment process for lower secondary school, upper secondary school, and the management of extracurricular teaching and learning activities in some localities face inadequacies and are not promptly addressed, affecting teaching and learning activities at general educational institutions and creating negative public opinion in society. To continue enhancing the quality and effectiveness of state management in lower secondary school enrollment, upper secondary school enrollment, and extracurricular teaching and learning activities, the Prime Minister of the Government of Vietnam has requested the Chairpersons of the People's Committees of provinces and central-affiliated cities to focus on directing the synchronized and effective implementation of tasks and solutions and to take comprehensive responsibility for the enrollment of lower secondary schools, upper secondary schools, and the management of extracurricular teaching and learning activities in the area, paying attention to certain contents stipulated in Official Telegram 10/CD-TTg of 2025 as follows:

- Direct relevant agencies and units to adequately prepare conditions for organizing lower secondary school and upper secondary school enrollment, ensuring transparency, practicality, efficiency, reducing pressure, and decreasing costs for society. Complete the announcement of the enrollment plan for lower secondary school and upper secondary school for the 2025 - 2026 academic year in February 2025 so that students, teachers, schools, and general education institutions can proactively prepare for the enrollment process.

- Allocate local budget resources and increase mobilization of resources for private investment in constructing sufficient schools and classrooms and ensure quality so that all students of school age are able to attend school, reducing enrollment pressure, especially in major cities, industrial zones, densely populated areas; resolutely ensuring that students of school age have the opportunity to attend school.

- Direct general educational institutions in the area to strictly implement regulations on extracurricular teaching and learning; strictly handle cases that violate regulations. Timely identify, commend, reward, and expand examples of dedicated, passionate individuals and collectives committed to students. Provide appropriate financial support for schools to help improve the quality of education.
