New regulations on economic-technical norms in the development of the National Land Database in Vietnam from February 15, 2025

The economic-technical norms for land statistics, land inventory, mapping of current land use, and building the national database on land are specifically stipulated in Circular 48/2024/TT-BTNMT and include the following component norms:

- Labor norms: Labor norms refer to the necessary work time expense of a direct laborer to produce a product (or specific task) and the paid rest time according to current legal provisions. The technical labor defined in these norms includes public employees specialized in cadastral affairs and equivalent specialties. The components of labor norms include:

+ Work content: a listing describing work content, basic and main operations to carry out the task;

+ Staffing: specifying the number and specific technical rank of labor suitable to the work content in the labor cycle until the product is completed. In this norm, determining the technical rank to execute work content is governed by Joint Circular 52/2015/TTLT-BTNMT-BNV, which regulates the code and standards for titles of public employees in the cadastral specialty; Circular 12/2022/TT-BTNMT, which amends and supplements certain provisions on standards for titles of public employees in the natural resources and environment sector;

+ Norms: the direct labor time necessary to complete one product; the unit is individual workdays or group workdays per one product unit. Labor norms are separately determined for fieldwork and in-office work.

- Norms for labor instruments, material consumption, energy consumption, and use of machinery and equipment are implemented according to the provisions in Articles 17, 18, 19, 21 of Circular 16/2021/TT-BTNMT by the Minister of Natural Resources and Environment, which provides for the development of economic-technical norms under the state management scope of the Ministry of Natural Resources and Environment.
