The following article will provide guidelines for transferring activities of Vietnam Communist Party according to Regulation 232 of 2025.

On January 20, 2025, the Central Executive Committee of Vietnam issued Regulation 232-QD/TW to implement the Charter of the Communist Party. The guidance on transferring party membership is as follows:
(1) Official Transfer of Party Membership.
- A Communist Party member who is authorized to be transferred to a new unit, retired, resigned, discharged, or changes their permanent residence must complete the official transfer of party membership within 60 working days from the effective date of the decision or change of residence.
- If a party member officially transfers out of a district, province, or equivalent party committee, the district-level party committee (or equivalent) from which the member is transferring must complete the procedures for introducing the party membership transfer. When provincial-level party members or grassroots party members officially transfer, the provincial organizing committee (or equivalent) handles the introduction and transfer procedures.
- Within 30 working days from the introduction date for transfer, the party member must present the party membership introduction letter to the party cell at the new location to continue their party activities. If the period is exceeded, the party member or the party organization in violation must report the specific reasons for consideration and handling according to regulations.
- When officially transferring a party member, the party committee where the member is currently active and working completes all procedures, seals the file, and hands it over to the party member to report to the party organization for introduction and acknowledgment of party membership transfer as directed by the Central Organization Commission.
- In case the party member is under inspection, examination, or under review, handling a complaint or denunciation, the official party membership transfer is not yet conducted.
(2) Temporary Transfer of Party Membership.
- When a party member changes their residence or workplace for a period of 3 months to under 1 year; when appointed for concentrated studies in domestic institutions from 3 months to 2 years and then returns to the original unit, they must complete procedures for temporary party membership transfer from the party cell where they have official membership to the one where they will work, study, or reside temporarily. Special cases are regulated by the Secretariat.
- Temporary party members have the following duties and rights:
+ At the official membership location, they must fully perform the duties and rights according to Articles 2 and 3 of the Communist Party Charter; at the temporary membership location, they are excluded from the rights of voting, nomination, and election.
+ If there is a need to extend the temporary party membership, the party member must report to the party committee where they are temporarily active to request an extension, also reporting to the party organization of official membership.
- Temporary party members are not counted towards the membership of the temporary party unit but are counted toward the official party unit; they pay party fees at the party cell where they are temporarily active.
Local party committee members on temporary transfer retain their positions in the official party.
- If 3 or more official party members transfer temporarily together to study in classes or courses at educational institutions or for temporary assignments to a unit under a grassroots organization, the receiving party unit shall establish a temporary work party cell and appoint the party cell committee, secretary, and deputy secretary.
The task of the temporary work party cell is to lead members to execute the resolutions of the upper committee, manage party members, collect and remit party dues, and perform specific tasks assigned by the upper committee.
(3) Transfer of Party Membership Overseas.
The management and transfer of party membership, as well as organizing party activities for members abroad, are conducted according to the Secretariat's regulations and the following additions:
- A probationary Communist Party member operating individually abroad must self-assess their membership qualifications and task performance during the probation period; the foreign direct overseeing committee will assess and recognize the official party membership based on comments from the home unit committee and the self-assessment.
- In special overseas locations with less than 3 official members required to establish a party cell, a provisional work party cell (including 3 or more members, both official and provisional) may be appointed by the upper-level committee, which will designate the secretary.
- The functions and duties of party types and the tasks of members abroad follow the guidelines of the Secretariat and the instructions of the Central Organization.
(4) Transfer of Party Membership when Altering, Establishing, Dividing, or Merging Cells or Party Committees.
When authorized to transfer, establish, divide, or merge a cell or party committee from one party unit to another, whether within or between provinces and equivalents, the higher committee at the transferor's location is responsible for organizing the transition and collective party membership transfer; the higher committee at the receiving location is responsible for acquiring the organization and members.
(5) Transfer of Party Membership upon Disciplinary Dissolution or Dissolution of a Party Organization.
Following a dissolution decision, the higher direct committee of the disciplined party organization must retrieve records, seals, and complete the transfer procedures for individual members within 30 working days.
(6) Responsibility for Introducing Party Membership.
- Party committees at all levels are responsible for introducing party membership for both organizations and individuals; the following agencies are authorized to perform membership transfers:
Provincial and city committees, Central-affiliated party committees entrust their organizational committees; upper-level committees of grassroots units under the Central Military Party Committee are authorized for similar tasks; the Central Public Security Party Committee delegates the Personnel Organization Department for membership introductions.
- The Central Organization Commission assists the Central Party in guiding and inspecting party membership introductions across the Communist Party; facilitating special cases for member and organization introductions.
