- Standards for training and fostering qualifications:
+ Have a bachelor's degree or higher in teacher training for high school teachers; or have a bachelor's degree in an appropriate major and a certificate of pedagogical training for high school teachers according to the program issued by the Minister of Education and Training;
+ Have a training certificate according to the professional title standards of a pre-university teacher or have a training certificate according to the professional title standards of a high school teacher.
- Standards for professional and professional capacity:
+ Understand the Party's guidelines and policies, State laws, and regulations of competent agencies on pre-university education and implement them on assigned tasks;
+ Have ability to build and implement educational plans; develop documents and learning materials to implement university preparatory education programs; participate in scientific research;
+ Effectively apply teaching and educational methods, forming students' self-study capacity; Use methods of testing and evaluating learning outcomes, training, and student progress;
+ Be able to provide psychological counseling and career guidance to students; Integrate psychological counseling and career guidance activities into teaching and educational activities;
+ Build cooperative relationships with parents, relevant organizations, and individuals in implementing teaching and student education activities;
+ Develop and implement personal learning and professional development plans;
+ Ability to apply information technology in professional activities; ability to use foreign languages or ethnic minority languages according to job position requirements.

- Standards for training and fostering qualifications:
+ Have a bachelor's degree or higher in teacher training for high school teachers; or have a bachelor's degree in an appropriate major and a certificate of pedagogical training for high school teachers according to the program issued by the Minister of Education and Training;
+ Have a training certificate according to the professional title standards of a pre-university teacher or have a training certificate according to the professional title standards of a high school teacher.
- Standards for professional and professional capacity:
+ Firmly grasp the Party's guidelines and policies, State laws, and regulations of competent agencies on pre-university education and effectively implement assigned tasks;
+ Able to propose flexible adjustment plans to suit the actual conditions of the school; Able to design and build lessons appropriate to topics in the university preparatory education program;
+ Proactively update and have the ability to flexibly and effectively apply teaching methods and forms; Forms and methods of testing and evaluating students' learning and training results and progress;
+ Apply psychological counseling and career guidance measures appropriate to each student in teaching and educational activities;
+ Proactively and actively create healthy and trusting cooperative relationships with parents, relevant organizations, and individuals in implementing teaching and student education activities;
+ Proactively research and be able to promptly update new professional and technical requirements; Have the ability to creatively, appropriately, and effectively apply forms of improving one's professional capacity;
+ Ability to apply information technology in professional activities; be able to use foreign languages or use ethnic minority languages according to job position requirements;
+ Be recognized as a grassroots emulation soldier or receive a certificate of merit at the ministerial, departmental, or higher level for excellently completing the task of pre-university education;
+ Officials taking the exam or being considered for promotion to the professional title of university preparatory teacher, grade II (code V.07.07.18), must have held the professional title of pre-university teacher, grade III (code V.07.07.19), or equivalent for 9 (nine) years or more (excluding probationary period) up to the deadline for submitting exam registration or promotion consideration.

- Standards for training and fostering qualifications:
+ Have a master's degree or higher in theory and teaching methods, subject theory and teaching methods for high school teachers, or have a master's degree or higher in the field
suitable for teaching subjects or educational management majors;
+ Have a training certificate according to the professional title standards of a pre-university teacher or have a training certificate according to the professional title standards of a high school teacher.
- Standards for professional and professional capacity:
+ Actively and proactively implement, propagate, and guide colleagues to implement the Party's guidelines and policies, the state's laws and regulations, and competent authorities on pre-university education on assigned tasks;
+ Ability to guide colleagues in developing and implementing plans and pre-university education programs; Creatively apply, disseminate, and guide colleagues to use scientific research results to improve the quality of teaching and education;
+ Ability to guide and support colleagues to update and flexibly and effectively apply teaching methods and forms; Forms and methods of testing and evaluating students' learning and training results and progress;
+ Flexibly apply knowledge to provide effective psychological and career counseling to students; be able to guide and support colleagues in effectively implementing psychological counseling and career guidance measures suitable for each student in teaching and educational activities;
+ Be able to propose to the school measures to strengthen close coordination between the school and relevant organizations and individuals to improve the effectiveness of pre-university student education;
+ Have ability to guide and support colleagues and share experiences in developing professional capacity and expertise;
+ Ability to apply information technology in professional activities; be able to use foreign languages or use ethnic minority languages according to job position requirements;
+ Recognized as an emulation soldier at the ministerial, department, or higher level or have received a certificate of merit at the ministerial, department, or higher level 02 (two) times or more for successfully completing the task of pre-university education while holding the professional title of grade II pre-university teacher;
+ Officials taking the exam or being considered for promotion to the professional title of pre-university teacher grade I (code V.07.07.17) must have a period of time holding the professional title of pre-university teacher grade II (code V.07.07.18) or equivalent for 06 (six) years or more up to the expiration date of their application for exam registration or promotion consideration.
