Regarding this issue, LawNet would like to answer as follows:
- Each Deputy Minister is assigned to regularly direct and handle specific tasks under the Minister's authority in a number of work areas of the Ministry; Monitor and direct a number of units under the Ministry; Monitor the state management of information and communications in a number of provinces and centrally run cities; Participate in the Steering Committees of the State, ministries, and branches according to the provisions of the law and directions of the Government and Prime minister; submit proposals from ministries, branches, interdisciplinary organizations, and territories.
- Within the scope of assigned work, the Deputy Minister can use the powers of the Minister when handling work in the assigned field and be responsible before the Minister and the law for their decisions.
- Proactively solve assigned tasks; If important or sensitive issues arise, they must be promptly reported to the Minister for advice before making a decision; Regularly report to the Minister on assigned tasks and direct solutions.
- While performing assigned tasks, if there are issues related to the fields in charge of other Deputy Ministers, the Deputy Minister assigned to preside over the task needs to proactively coordinate to resolve them. In case the Deputy Ministers still have different opinions, the Deputy Minister is assigned to preside over the work and report it to the Minister for consideration and decision.
- When resolving issues related to local work or general areas of work, the Deputy Minister assigned to preside over the work needs to proactively seek opinions from Deputy Ministers in charge of specialized fields.
- When the Minister adjusts the work assignment between Deputy Ministers, the Deputy Ministers must hand over the work content, records, and related documents to the assigned person and report to the Minister.
- Responsible to the Minister for all content and progress of projects assigned to monitor and direct.
- Do not handle tasks that the Minister has not assigned or authorized.
- On behalf of the Minister, sign documents in the assigned fields and tasks to direct and resolve and documents authorized by the Minister specified in Clause 2 of Article 29 of these Regulations.

- For assigned fields and tasks to direct and resolve:
+ Direct the development of draft projects under the promulgation authority of the Government, the Prime Minister or the Ministries.
+ Direct, inspect, and urge the implementation of guidelines, policies, laws, and assigned tasks; Handle according to authority issues arising in assigned fields; Detect and propose issues that need to be revised and supplemented.
- For units assigned to be in charge:
+ Direct, inspect, and urge units to perform assigned tasks.
+ Direct the handling of problems arising within assigned units.
+ In addition to the units assigned to be in charge, the Deputy Minister has the right to directly request other units related to the Deputy Minister's work being assigned and directed by the Minister to provide information and grasp the actual situation to serve the direction and resolution of tasks.
+ For provinces and centrally run cities assigned to monitor:
+ Monitor and inspect the implementation of guidelines, policies, laws, and tasks of the Industry in localities.
+ Coordinate with the Provincial People's Committee and the Inter-sectoral and Territorial Steering Committee to direct the handling of difficulties, problems, and outstanding issues related to the Ministry's management fields.
+ Monitor and direct the implementation of tasks assigned by the Government, Prime Minister, and Inter-sectoral Steering Committee, and territories.
+ When going on local business trips, Deputy Ministers can combine many work activities outside the assigned fields; When working with local authorities, it is necessary to have comprehensive guidance on areas under the Ministry's state management scope.
- When the Deputy Minister is away on business, if necessary, he must report to the Minister to assign another Deputy Minister to handle the work, avoiding delays.
