1. Procedures for registering motorcycle title transfer at the commune-level police in Vietnam 

Procedures for registering title transfers of motorcycles and mopeds (including electric motorcycles) are registered at the commune-level police, which are decentralized vehicle registrations according to Decision 3191/QD-BCA dated May 10, 2022 as follows:

* The order of execution:

- Step 1: The vehicle owner logs into the public service portal to declare information in the electronic vehicle registration declaration (according to Form No. 01A/58) and receives the order number and appointment date to process the application via email address or phone message to complete vehicle registration procedures at the commune-level Police vehicle registration agency.

In case of going directly to the vehicle registration agency to declare the vehicle registration declaration (form no. 01).

- Step 2: Submit the application for registration and license plate issuance at the receiving and returning department of the commune-level police department assigned to register motorcycles and motorcycles. The vehicle registration officer checks and compares the vehicle owner's documents and vehicle registration declaration with the vehicle's documents.

Arrange records in order: vehicle registration declaration, registration fee documents, ownership transfer documents and vehicle documents related to the vehicle owner (if any), serial numbering, statistics, and summary of documents in the cover sheet profile.

If the vehicle registration dossier does not meet the prescribed procedures, provide specific and complete instructions once for the vehicle owner to complete the dossier according to regulations.

In case the vehicle owner declares the vehicle registration online on the Online Public Service Portal, The electronic data of the online vehicle registration declaration will be transmitted by the Online Public Service Portal to the vehicle registration system of the Traffic Police Department, and the system will automatically notify the vehicle owner.

The vehicle owner brings the vehicle and vehicle records to the vehicle registration agency of the Commune Police to register the vehicle according to regulations. The information in the online vehicle registration declaration is declared by the vehicle owner, including electronic data on registration fees and ownership transfer documents (if any).

- Step 3:

+ Directly compare the content in the vehicle registration declaration with the actual vehicle, including: Brand, vehicle type, engine number, frame number, paint color, number of seats, and other technical specifications; Check the entire, detailed shape, size, overall frame, and overall engine of the vehicle.

+ Rub the chassis number pasted on the vehicle registration declaration, compare the actual engine number with the engine number scratch pasted on the vehicle registration declaration, and sign to confirm the check on the engine number and frame number scrubbing copy (part of the signature is on the scratch copy, the rest is on the vehicle registration declaration); Clearly state the date, month, year, and full name of the officer inspecting the vehicle.

- Step 4: Enter vehicle owner information and vehicle information into the vehicle registration and management system; Status update: temporarily imported and re-exported vehicles, tax-exempt vehicles, vehicles with chassis and engine numbers (if any) processed by the registration agency, vehicles mortgaged by banks.

- Step 5: Instruct the vehicle owner to check the information: Vehicle owner and vehicle issue random license plates on the vehicle registration and management system according to regulations; Write the license plate number on the vehicle registration declaration.

- Step 6: Issue an appointment letter to the vehicle owner; In case the vehicle owner requests to transfer the vehicle registration certificate via the Post Office, the vehicle owner shall be guided to register to use the vehicle registration certificate delivery service.

- Step 7: Collect the vehicle registration fee or check online fee payment information according to regulations, and the vehicle registration officer signs the vehicle registration declaration (form No. 01) and submits it to the commune-level police leader to sign the vehicle registration declaration (form no. 01).

- Step 8: Return the vehicle registration certificate to the vehicle owner.

* Submission methods:

- Directly at the Commune-level Police headquarters assigned to vehicle registration. Time: From Monday to Saturday (according to the regulations of the Prime Minister).

- Submit the vehicle registration declaration on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security.

* Ingredients and quantity of documents:

- Document components:

+ Vehicle registration declaration (according to form).

+ Registration fee documents.

+ Vehicle ownership transfer documents.

+ Vehicle registration certificate

+ Certificate of revocation of registration and license plate (if any);

+ Vehicle owner's documents.

When the vehicle registration agency's database is connected to the databases of ministries and branches, the above documents are replaced with electronic data as the basis for issuing vehicle registration and license plates.

- Number of documents: 01 (one) set.

* Processing time limit: When registering a name change, the old license plate will be kept intact (except for 3-digit plates or different plate systems; then return the license plate to change to a 5-digit plate according to regulations); To issue a vehicle registration certificate, the time limit for completing the procedure is no more than 2 working days from the date of receipt of complete and valid documents.

* Subjects carrying out administrative procedures: According to the provisions of Clause 6, Article 3 of Circular 58/2020/TT-BCA (amended in Circular 15/2022/TT-BCA), specifically:

Motorcycles, motorcycles (including electric motorcycles) of domestic agencies, organizations, businesses, military enterprises, and individuals with headquarters or permanent residence in your locality and foreign agencies, organizations, individuals, projects, and joint venture economic organizations with foreign countries in your locality.

* Agency carrying out administrative procedures: Commune-level police where assigned to register motorcycles and mopeds.

* Results of implementing administrative procedures: Issuance of license plate and vehicle registration certificate.

* Fees: Collected according to Circular 229/2016/TT-BTC regulating collection rates, collection, payment, and management of fees for registration and issuance of license plates for road motor vehicles.

* Name of application form and declaration form:

- Vehicle registration declaration (form No. 01 issued with Circular 58/2020/TT-BCA regulating the process of granting and revoking registration and license plates of road motor vehicles.

- For vehicle owners declaring on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security: Vehicle registration declaration (form No. 01A/58 issued with Circular 15/2022/TT-BCA).

* Requirements and conditions for implementing administrative procedures (if any):

Conducted at Commune-level Police with an average number of 03 recent consecutive years, newly registered 250 motorcycles, mopeds (including electric motorcycles) or more within 01 year of agencies, organizations, and individuals with headquarters or permanent residence in commune-level areas (except for districts and cities under centrally run cities;

Cities in the province where the Traffic Police Department is headquartered and commune level where the District Police Department is headquartered) and ensure the conditions of facilities and human resources according to regulations.

2. Time limit for the issuance of vehicle registration and license plates in Vietnam

Time limit for the issuance of vehicle registration and license plates in Vietnam according to Article 4 of Circular 58/2020/TT-BCA is as follows:

- The license plate shall be issued or replaced immediately after receiving a duly completed application.

- Issuance of temporary vehicle registration certificates and temporary license plates: to be completed within a day.

- Initial issuance and replacement of vehicle registration certificates, issuance of certificates of revocation of vehicle registration and license plate: not exceeding 2 working days, after receiving a duly completed application.

- Re-issuance of license plate which is lost, blurry or broken: not exceeding 7 working days, after receiving a duly completed application.

- Re-issuance of the vehicle registration certificate that has been lost: not exceeding 30 working days, after receiving a duly completed application.
