1. Procedures for approving the operation of practice ground for the motorcycle driving tests in Vietnam

According to Article 33 of Decree 160/2024/ND-CP, the procedures for approving the operation of driving range for the motorcycle driving tests in Vietnam are as follows:

- Organizations and individuals with driving practice grounds shall submit one set of documents directly or via postal services to the Department of Transport, requesting an inspection and approval for the use of the practice ground for motorcycle driving tests. The documents include:

+ A written request for approval of the operation of the motorcycle driving practice ground, according to Form No. 01 stipulated in Appendix XIX attached to Decree 160/2024/ND-CP;

+ A layout drawing of the overall site plan, design dossier of the test area dimensions, types of motor vehicles used for testing.

- Within no more than 3 working days from the date of receiving the dossier, the Department of Transport shall check the completeness of the dossier. In cases where it is not complete, instructions will be provided for the organization or individual to rectify it according to regulations. Within no more than 5 working days from the date of receiving a complete dossier as stipulated, conduct an inspection of the driving practice ground and prepare a report according to the prescribed form in Appendix XX attached to Decree 160/2024/ND-CP and issue a decision approving the operation of the driving practice ground for motorcycle driving tests meeting operational conditions according to the form in Appendix XXI attached to Decree 160/2024/ND-CP. In cases where approval is not granted, a written response must be provided with clear reasons.

- The result will be delivered at the office of the approving authority or via postal services. In the case of electronic result delivery (with a QR code), the Department of Transport will publish the results on the Department's electronic information page for organizations and individuals to print or store on electronic devices, and for related agencies to access information about the approval of the operation of the motorcycle driving practice grounds for testing.

2. Conditions on material and technical facilities of motorcycle driving practice grounds for testing in vietnam

The conditions on material and technical facilities of motorcycle driving practice grounds for testing according to Article 32 of Decree 160/2024/ND-CP are as follows:

- Located in an area with convenient road access, conditions for electricity, water supply, drainage, communications, and not subject to electromagnetic disturbances affecting error detection and scoring equipment installed at the practice ground.

- Comprising basic construction items such as: practical motorcycle driving test ground, theory examination room, and operating room for practical driving test scoring equipment (in cases of automatic scoring method for practical driving tests).

- The practice ground for motorcycle driving tests must have the area to arrange enough test scenarios according to national technical standards for automobile and motorcycle driving test centers for A1-class motorcycles.

- Motor vehicles for testing:

+ The number of test vehicles in category A1, A (manual clutch type) should be a minimum of 2 vehicles of each class, and category B1 should have at least 1 vehicle and not be used for other commercial purposes (except for vehicles used for driver training);

+ The testing vehicles must be legally under the use rights of the organization or individual possessing the motorcycle driving practice ground;

+ Must have 2 "TEST" plates mounted in front and at the rear of the vehicle;

+ Three-wheel motorcycles used for testing for disabled persons must be motorcycles specifically designed for the disabled, certified with vehicle registration and license plates by competent authorities.

- Theory test equipment (for cases where the theory exam is conducted on computers): at least 2 computers functioning as servers; at least 10 computers operating as terminals.

- Equipment for practical driving test in simulation (in cases of automatic scoring method for practical driving tests): at least 2 computers; the number of equipment installed on the test vehicle must correspond with the number of test vehicles; equipment at the simulated practical driving test grounds.

- Supporting equipment:

+ Internal communication radio: minimum of 2 units;

+ Sound system to publicly announce results, error deductions for test candidates: minimum of 1 unit;

+ Display screen system: minimum of 3 screens;

+ Surveillance camera system: installed at the theory examination room and practical motorcycle driving examination ground;

+ Backup generator: minimum of 1 unit;

+ Uninterruptible power supply (UPS): with a minimum number corresponding to the computers used in organizing the test. In cases where centralized UPS is used, it must have the capacity to meet the computers used for organizing the test.

- The practice ground for motorcycle driving tests must meet technical requirements according to technical standards for motorcycle driving practice grounds for testing.
