The article below will address the regulations on conditions for emissions inspection facilities for motorcycles and mopeds in Vietnam from January 1, 2025.

The conditions for motorcycle and moped emission inspection facilities in Vietnam from January 1, 2025, are specifically stipulated in Articles 4, 7, and 8 of Decree 166/2024/ND-CP as follows:
- Fulfill the conditions regarding infrastructure, organizational structure, human resources, and quality management system in accordance with this Decree and the National Technical Regulation on infrastructure and the location of motor vehicle inspection facilities, motorcycle, and moped emission inspection facilities (hereinafter referred to as the National Technical Regulation on inspection facilities).
- Have inspectors appropriate to the function of the inspection facility. Inspectors include: Grade I inspector, Grade II inspector, Grade III inspector.
- Possess legal documents and materials as prescribed by construction law, land law; traffic connection and road junction regulations; environmental protection, safety, occupational hygiene, fire prevention, and fire fighting laws related to the construction and operation of inspection facilities.
Conditions regarding area
(i) For fixed emission inspection facilities
The motorcycle and moped emission inspection area must have a minimum area of 15 m² corresponding to one exhaust gas measurement instrument.
If the emission inspection area is shared with activities related to the maintenance and repair of motorcycles and mopeds, it must not obstruct the movement of vehicles and the operations of the inspector.
(ii) For mobile emission inspection facilities
Mobile emission inspection facilities do not have to meet the requirements in (i).
Equipment and measurement tools serving emission inspection must be permanently installed on specialized mobile emission inspection vehicles.
Conditions regarding human resources
(i) Number of personnel
Have at least one inspector as stipulated in (ii);
Have operational staff to perform tasks specified in clause 7, Article 3 of Decree 166/2024/ND-CP.
(ii) Inspectors:
Grade I, II inspectors as specified in Article 6 of Decree 166/2024/ND-CP;
Grade III inspectors must hold a vocational diploma in technical fields related to motor vehicles, specialized equipment and be certified as Grade III inspectors as prescribed by law.
(iii) Operational staff as stipulated in clause 4, Article 6 of Decree 166/2024/ND-CP.
(iv) In the case where personnel specified in (i) simultaneously perform tasks in multiple positions, they are considered personnel for the concurrent position if they meet the professional certification requirements and conditions as specified in Decree 166/2024/ND-CP.
The operation of inspection facilities in Vietnam from January 1, 2025, must ensure the following principles stipulated in Article 10 of Decree 166/2024/ND-CP:
- Ensure independence, objectivity, transparency, and compliance with the regulations of Decree 166/2024/ND-CP and related laws on the inspection of motor vehicles, specialized equipment, and motorcycle, moped emission inspection.
- Motor vehicle inspection facilities granted certification for operating motor vehicle inspection can conduct inspections and issue inspection certificates for motor vehicles, as well as perform inspections and issue emission-testing certificates for motorcycles and mopeds.
- emission inspection facilities granted certification to operate motorcycle and moped emission inspection can perform emission inspection and issue emission-testing certificates for motorcycles and mopeds.
- Inspection facilities with inspectors certified in specialized equipment inspection as prescribed by law can conduct inspections and issue certificates for specialized equipment.
- Facilitate organizations and individuals bringing vehicles for inspection.
