Below are the regulations on pedestrians participating in road traffic in Vietnam according to the Law on Road Traffic Order and Safety 2024.

According to Clause 1, Article 30 of the Law on Road Traffic Order and Safety 2024, pedestrians must comply with the following regulations:
- They must walk on the sidewalks, road shoulders, or paths designated for pedestrians; in cases where there are no sidewalks, road shoulders, or paths designated for pedestrians, pedestrians must walk close to the right edge of the road in their direction;
- They are only allowed to cross the road at places with traffic lights, crosswalks, pedestrian overpasses, or underpasses and must obey the guiding and signaling traffic signals. In cases where there are no traffic lights, crosswalks, pedestrian overpasses, or underpasses, they must observe the approaching vehicles and only cross when safe, signaling by hand when crossing;
- They must not cross the median strip, cling to or hang onto moving road vehicles; when carrying bulky items, they must ensure safety and not obstruct people and vehicles participating in road traffic.
According to Article 33 of the Law on Road Traffic Order and Safety 2024, regulations on drivers, passengers, and goods loaded on motorcycles and mopeds participating in road traffic in Vietnam are as follows:
- The driver of a two-wheeled motorcycle or moped may only carry one person, except in the following cases, where they may carry up to two people:
+ Transporting a sick person for emergency care;
+ Escorting people who have committed legal violations;
+ Children under 12 years old;
+ Elderly or disabled people.
- The driver and passengers on two-wheeled motorcycles, three-wheeled motorcycles, and mopeds must wear helmets that meet national technical standards and fasten the straps correctly.
- The driver of a two-wheeled motorcycle, three-wheeled motorcycle, or moped must not perform the following actions:
+ Riding side by side;
+ Riding in areas designated for pedestrians and other vehicles;
+ Using umbrellas, audio devices, except for hearing aids;
+ Releasing both hands; riding on one wheel for two-wheeled motorcycles, mopeds; riding on two wheels for three-wheeled motorcycles, mopeds;
+ Using the vehicle to tow or push other vehicles, objects, leading animals, carrying, or dragging bulky items; carrying standing persons or persons sitting on luggage racks or handlebars; overloading the vehicle beyond prescribed limits;
+ Sitting to one side while operating the vehicle; standing, lying on the vehicle while operating it; changing drivers while the vehicle is running; turning around to operate the vehicle or blindfold driving; using kickstands or other objects to scrape the road while the vehicle is moving;
+ Other actions that disrupt road traffic order and safety.
- Passengers on two-wheeled motorcycles, three-wheeled motorcycles, and mopeds participating in road traffic must not perform the following actions:
+ Carrying bulky items;
+ Using umbrellas;
+ Clinging to, towing, or pushing other vehicles;
+ Standing on the saddle, luggage racks, or sitting on the handlebars;
+ Other actions that disrupt road traffic order and safety.
- Motorcycles and mopeds must not have goods loaded exceeding 0.3 meters on each side of the luggage rack, exceeding 0.5 meters behind the luggage rack as per the manufacturer's design; the height of the load from the road surface must not exceed 2 meters.
