The organizational structure of the Institute of Labor Science and Social Affairs is specified in Article 3 of Decision 1870/QD-LDTBXH 2018 as follows:
- The Institute of Labor Science and Social Affairs has a Director and no more than 03 Deputy Directors.
- Functional units:

+ Planning - Foreign Relations Department;
+ Scientific Management Department;
+ Salary Research and Labor Relations Department;
+ Social Security Policy Research Department;
+ Center for Population, Labor, and Employment Research;
+ Center for Research on Women's Labor and Gender;
+ Center for Environmental Research and Working Conditions;
+ Center for Information, Analysis, and Strategic Forecasting.
The Institute has a Scientific Council to advise the Director on scientific research.
- Develop a long-term and annual scientific and technological research plan in the fields of labor, people with meritorious services, and society; submit it to the Ministry for approval; and organize implementation.
- Organize basic research, strategic research, and applied research in the fields of labor, people with meritorious services, and society.
- Information, analysis, and forecasts in the fields of labor, people with meritorious services, and society.
- Investigation and statistics; organize conferences and seminars to serve scientific research.
- Manage research, application, and scientific and technological activities of the Ministry; standing member of the Ministry's Scientific Council.
- Participate in developing strategies, projects, planning, 5-year plans, and target programs in the fields of labor, people with meritorious services, and society; participate in scientific criticism and research and evaluation of law projects, programs, plans, projects, policies, and research works under the Ministry.
- Organize and cooperate in doctoral training for majors in the fields of labor, people with meritorious service, and society according to the provisions of law.
- Participate in training and fostering civil servants and officials in the labor, war, and social affairs sector.
- Cooperate in scientific research with domestic and foreign organizations and agencies, international organizations, and non-governmental organizations in the field of labor and society according to the provisions of the law and the Ministry.
- Organize service, consulting, and scientific research activities in accordance with the unit's field of expertise and capabilities according to the provisions of law.
- Develop an autonomy plan according to the provisions of the law, in accordance with the actual conditions of the unit, and submit it to the Ministry for approval for implementation.
- Manage civil servants, public employees, employees, finances, and assigned assets according to the provisions of law and decentralization of the Ministry; Implement annual and irregular reporting regimes according to regulations; Carry out other tasks assigned by the Minister.

Article 1 of Decision 1870/QD-LDTBXH of 2018 stipulates the position and functions of the Institute of Labor Science and Social Affairs as follows:
- Institute of Labor Science and Social Affairs (hereinafter abbreviated as Institute) is a public science and technology organization under the Ministry of Labor, War Invalids, and Social Affairs. It has the function of basic research, strategic research, and applied research to serve state management in the fields of: labor, wages; job; job education; social insurance; occupational safety and hygiene; people with merit; social protection; children; gender equality; preventing and combating social evils (hereinafter referred to as the fields of labor, people with meritorious services, and society); Manage the scientific research activities of the Ministry.
- The Institute has its own legal status, seal, and account according to the provisions of law; The international transaction name: Institute of Labor Science and Social Affairs, abbreviated as ILSSA.
