1. Organizational structure of the Ethnic Guest House in Vietnam

- Ethnic Guest House has a Director and Deputy Directors; Chief accountants, heads and deputy heads of functional departments, civil servants, public employees, and workers work under the head mode combined with the online mode, according to the Working Regulations of the Committee for Ethnic Minorities and the Ethnic Guest House.

The Director is appointed, dismissed, and re-appointed by the Minister or Chairman according to the provisions of law; is responsible to the Minister, Chairman and law for all activities of the Ethnic Guest House.

The Deputy Directors and Chief Accountant are appointed, dismissed, and dismissed by the Minister and Chairman at the request of the Director of the Ethnic Guest House and according to the provisions of law; are responsible to the Minister, Chairman and Director for assigned tasks.

- Ethnic Guest House has the following function rooms:

+ Organization and Administration Department;

+ Finance - Accounting Department;

+ Planning and Business Department;

+ Operations Department.

The Director of the Ethnic Guest House is responsible for regulating the functions, tasks, and powers of functional rooms; and the working regulations of the Ethnic Guest House.

- Ethnic Guest House builds job positions and employee structure according to professional titles and submits them to competent authorities for approval; recruit, use, appoint, dismiss, reward, discipline, and manage public employees and employees according to the provisions of law; Hire a labor contract to perform the task.

- Regarding recruitment, employment, and management of civil servants, public employees, and workers: Ethnic Guest House shall comply with the provisions of the Law on Civil Servants, the Law on Public Employees, the Labor Code, and current regulatory documents.

Every year, the Ethnic Guest House reports to the Minister and Chairman on the results of the management and use of civil servants and public employees; At the same time, it sends a report to the Department of Organization and Personnel for monitoring and management according to regulations.

2. Duties and powers of the Ethnic Guest House in Vietnam

According to Article 2 of Decision 542/QD-UBDT in 2017, the Ethnic Guest House has the following tasks and powers:

- Welcome and serve delegations organized by party committees and local authorities to visit and work with the Committee for Ethnic Minorities, including the following main components:

+ Heroes of the Armed Forces, Heroes of Labor, Heroic Vietnamese Mothers, veteran revolutionary cadres;

+ Representatives of households with meritorious services to the revolution, households of war invalids and martyrs, poor households of ethnic minorities;

+ Key officials, notables, intellectuals, village elders, village heads, reputable people, and religious dignitaries among ethnic minorities;

+ Pupils and students who are ethnic minorities have excellent academic achievements in localities, universities, colleges, professional, and vocational schools.

+ Other subjects decided by the Minister and Chairman of the Committee for Ethnic Minorities (hereinafter referred to as the Minister and Chairman).

- Coordinate with Departments and units under the Committee for Ethnic Minorities to organize meetings and conferences of the Committee for Ethnic Minorities; provide meals, accommodations, and other services for guests and delegates attending the meeting.

- Coordinate with the Committee Office, Department of Ethnic Minorities, to serve the meeting and participate in welcoming prestigious delegations of local ethnic minorities to visit and work at the Ethnic Committee agency; Guide and create conditions to help groups visit tourist attractions in Hanoi, or localities at the request of the group.

- Ethnic Guest Houses can use facilities, capital, and labor to organize business and service activities such as accommodation and meals; activities of travel agents and tour businesses; travel and support services related to tour promotion and organization; event organization services; parking service; wholesale and retail services of general merchandise; Housing rental services, hall rentals, locations, offices, and organization of other business activities and services according to the provisions of law to create sources of reinvestment, repair, and preservation of facilities; Improve the lives of civil servants, public employees, and workers, but must ensure that it does not affect assigned political tasks.

- Joint venture, association, and investment cooperation with domestic and foreign organizations and individuals to provide service activities to meet the needs of society according to the provisions of law; Participate in bidding to provide public service services in accordance with the specialized field of the unit assigned by the competent authority.

Joint venture, association, and investment cooperation with qualified domestic and foreign organizations and individuals to carry out the task of investment cooperation in building Ethnic Hotels in Hanoi and localities under the direction of the Minister and Chairman of the Committee for Ethnic Minorities.

- Ethnic Guest House is the investor in the construction, renovation, and repair investment projects of Ethnic Guest House and is responsible for organizing implementation according to the provisions of the law.

- Management of organizational structure and payroll; implementation of salary regimes and other benefits, rewards, and disciplinary policies for civil servants, public employees, and employees according to the provisions of law; and management decentralization by the Minister and Chairman.

- Annually, develop financial plans, business plans, and service plans, send them to the Department of Planning and Finance for appraisal, and submit them to the Minister and Chairman of the Committee for comments for implementation; Fully comply with obligations to the State and enjoy benefits according to the provisions of law; Implement a reporting regime according to regulations.

- Manage finances, assign assets, and preserve capital according to regulations; In cases where state assets are used to contribute capital to joint ventures, associations, or investment cooperation, the Ethnic Guest House must report to the Minister and Chairman for consideration and decision.

- Develop a project to establish a Management Council according to the provisions of Circular No. 03/2016/TT-BNV dated May 25, 2016 of the Ministry of Home Affairs Guidance on the establishment and operation of Management Councils in public service units and guidance of the Committee for Ethnic Minorities, then send it to the Department of Personnel and Organization for appraisal and submit it to the Minister and Chairman to decide on the eastablishment and approval of the Management Council's operating regulations.

- Ensure security and order; safety of people and property of guests and of civil servants, public employees, and employees of the unit; ensure food safety and hygiene; ensure fire safety; Continuously improve the material and spiritual lives and professional qualifications of civil servants, public employees, and employees of the Ethnic Guest House.

- Perform other tasks assigned by the Minister and Chairman.
