The Population Department belongs to which Ministry in Vietnam?

The Population Department is a specialized department under the Ministry of Health, performing the function of advising and assisting the Minister of Health in state management and organizing law enforcement on population, including the following areas: Population size, population structure, and population quality; family planning; health care for the elderly in the community; and organizing and implementing public service activities related to population according to the provisions of law nationwide.

Duties and powers of the Population Department in Vietnam (Latest update)

The Population Department has the following tasks and powers:

- Work on developing policies and laws in the field of population:

+ Preside and participate in developing, amending, and supplementing laws, ordinances, decrees, legal documents, professional regulations, national standards, and national technical regulations on population submitted to competent authorities for promulgation.

+ Preside over the development of long-term, medium-term, five-year, and annual development strategies, planning and plans; national programs, projects, schemes, and works on population submitted to competent authorities for promulgation.

- Preside over the development and promulgation according to the authority of documents providing professional guidance to the population.

- Assist the Minister of Health in directing and guiding the implementation and inspection of the implementation of legal documents, professional regulations, national technical regulations, programs, projects, and schemes in the field of population.

- Regarding population size:

+ Manage population fluctuations and propose solutions and models to adjust fertility levels by region, object, and population growth rate nationwide;

+ Develop population forecasts to serve socio-economic development plans;

+ Develop, guide, inspect, and organize the implementation of targets, indicators, and solutions for population size according to the provisions of the law.

- About family planning:

+ Develop goals and targets for implementing family planning and contraception; guide and organize implementation;

+ Develop national technical regulations on contraceptive devices;

+ Manage and coordinate the supply of contraceptives: develop norms for the management and use of contraceptives; forecast demand; Guidance on implementing free distribution channels, social marketing, and socialization;

+ Develop guidelines for infertility prevention measures in the community (guidelines for screening and early detection of infertility risk factors, building an intervention model to prevent infertility in the community); guide, inspect, and supervise implementation.

- Regarding population structure:

+ Manage population structure by gender and age;

+ Develop, guide, and inspect the implementation of legal regulations to ensure gender balance at birth according to natural reproductive laws.

- Regarding population quality:

+ Manage population quality to contribute to meeting human resource needs;

+ Develop, guide, inspect, and organize the implementation of targets, indicators, and solutions to improve population quality;

+ Develop standards and conditions for service providers: consultation, health examination before marriage; prenatal and neonatal screening and diagnosis; guide, inspect, and supervise implementation.

- Regarding health care for the elderly in the community:

+ Manage health care for the elderly in the community to adapt to population aging;

+ Develop goals and targets for health care and nutrition for the elderly in the community; guide and organize implementation;

+ Preside over the development and guidance on: physical training, health promotion, disease prevention, self-care, and nutrition for the elderly in the community; Coordinate and organize periodic health examinations, create monitoring records, and rehabilitate elderly people in the community;

+ Preside over building a pilot model of health care facilities for the elderly in the community; guide, deploy, inspect, and supervise implementation;

+ Focal point to advise the Ministry's leadership in performing the duties of being a member of the Vietnam National Committee on Aging in health care for the elderly.

- Preside over and coordinate inter-sectorally; guide and organize the implementation of communication, advocacy, and education work on the population; inspect and supervise implementation.

- Focal point to organize guidance and implementation of public service activities on the population according to the provisions of law.

- Preside over appraisal and submitting to competent authorities for permission to perform population services under the management of the Ministry of Health: pre-marriage health examination consulting services; prenatal and newborn screening consultation; family planning consulting; and health care services for the elderly in the community.

- Carry out legal work and administrative reform in the fields under the Department's management according to the provisions of law.

- Inspect, specialized inspections, resolve complaints and denunciations, and handle violations of the law in the field of the population under authority according to the provisions of the law.

- Build and operate a management information system, population data, and digital transformation plan in the field of population, and organize the implementation of statistics, information, and data on population according to the regulations of the Law.

- Manage and organize the implementation of scientific research and the application of scientific and technological advances in the field of population according to the provisions of law.

- Guide and organize specialized training and fostering for civil servants, public employees, and population workers.

- Carry out international cooperation in the field of population according to the provisions of law.

- Manage assigned organizations, civil servants, public employees, and workers according to the provisions of the law and the decentralization of the Minister of Health

- Manage finances and assigned public assets; manage non-business organizations under the Department according to the provisions of law and decentralization of the Minister of Health.

- Be the standing agency of the National Steering Committee for Population and Development.

- Perform other tasks assigned by the Minister of Health.
