Regarding this issue, LawNet would like to answer as follows:

1. Position and functions of the Central Institute for Economic Management Research in Vietnam

- The Central Institute for Economic Management Research is a scientific non-business organization under the Ministry of Planning and Investment, performing the function of researching mechanisms and policies for economic management and enterprise development, training PhDs in economics, and carrying out consulting activities according to the provisions of law.

- The Central Institute for Economic Management Research has legal status, a separate account, and headquarters in Hanoi. Funding is guaranteed by the State according to the provisions of the law.

2. Duties and powers of the Central Institute for Economic Management Research

The tasks and powers of the Central Institute for Economic Management Research are specified in Article 2 of Decision 42/2018/QD-TTg, including:

- Research and propose competent authorities to consider and decide:

+ Mechanisms and policies for economic management, international economic integration, and policies to promote economic restructuring and growth model innovation;

+ Project on innovating economic management mechanisms and policies, improving the business environment, enhancing competitiveness, and perfecting economic institutions; support and promote business development and other interdisciplinary economic management issues.

- Evaluate the implementation of economic management mechanisms and policies; summarize economic management practices; and propose the application of new mechanisms, policies, and economic management models.

- Research theory and methodology in economic management science and develop economic management science in Vietnam.

- Research and give opinions on economic management mechanisms and policies at the request of other agencies and organizations.

- Build an information system on economic management and provide it to agencies, organizations, and individuals according to the provisions of the law.

- Provide public services:

+ Implement scientific research programs and projects on economic management, international economic integration, improving the business environment, enhancing competitiveness, and other related scientific fields according to the regulations of the Law;

+ Conduct PhD training in economics according to the provisions of the law;

+ Carry out consulting activities in other fields related to assigned functions and tasks;

+ Compile publications, scientific research works, and research documents on economic management and improving the business environment according to the provisions of the law.

- Implement international cooperation in economic management as assigned by the Minister of Planning and Investment.

- Manage organizational structure, cadres, civil servants, public employees, and assigned finances and assets according to the provisions of law and decentralization of the Minister of Planning and Investment.

- Perform other tasks and powers assigned by the Minister of Planning and Investment and according to the provisions of law.

3. Organizational structure of the Central Institute for Economic Management Research in Vietnam

The organizational structure of the Central Institute for Economic Management Research is specified in Article 2 of Decision 42/2018/QD-TTg, including:

- General research committee.

- Industry and field economic research board.

- Business environment and competitiveness research committee.

- Enterprise reform and development research board.

- Social issues research committee.

- Consulting, training and information documentation center.

- Office.
