Vietnam: Conditions for employees to be eligible for vocational training assistance

The Ministry of Labor, War Invalids and Social Affairs of Vietnam issued Circular No. 32/2018/TT-BLĐTBXH on guidelines for vocational training assistance for employees in small and medium-sized enterprises.

According to Clause 2 Article 14 of Decree No. 39/2018/NĐ-CP of Vietnam’s Government, a trainee of small and medium-sized enterprises (SMEs) must meet the following criteria: He/she has worked in the SME for at least 06 consecutive months; He is up to 50 years of age and she is up to 45 years of age. The vocational training assistance for employees is regulated as follows:

- Trainees of SMEs in a training course at elementary level or lasting for fewer than 3 months shall be eligible for being offered free tuition fees;

- Those who fall under the following cases will be given priority over vocational training assistance: people with meritorious services to the revolution, disabled people, ethnics, members of poor households, near poor households, etc.

Moreover, permitted vocations under vocational training assistance at elementary level or under 3 months shall be determined by the enterprise, according to the registered lines of business of the enterprise and included in the list of vocations approved by the People’s Committee of the province as prescribed in Decision No. 46/2015/QD-TTg.
