Vietnam: 07 groups of solutions to implement the Health Facility Network Planning for the period 2021–2030, with a vision to 2050

On February 27, 2024, the Prime Minister of Vietnam issued Decision 201/QD-TTg Approving the Health Facility Network Planning for the 2021 - 2030 period, with a vision to 2050.

The Prime Minister of Vietnam proposed 06 groups of solutions to implement the Health Facility Network Planning for the period 2021–2030, with a vision to 2050, including:

(1) Solutions for policy mechanisms:

- Review and develop a system of legal documents and policy mechanisms related to the health sector, creating a legal basis for implementing the planning.

- Review investment policies for health facilities in remote, border, sea, island, and particularly difficult areas; support and create conditions for ethnic minorities to have equal access to quality health services...

(2) Solutions for the organization and development of human resources:

- Continue to review, arrange, convert, and reorganize health service units; adjust functions and tasks appropriately to ensure meeting the requirements of streamlining, effectiveness, and efficiency of public service units according to Resolution 19-NQ/TW in 2017 of the 12th Party Central Committee, ensuring people's access to health services, sufficient capacity to respond in case of epidemics, emergencies, and in accordance with spatial development orientation in planning implementation.

- Review and develop preferential policies to attract high-quality human resources for priority areas and difficult areas, remote areas, border areas, seas, and islands; innovating policies to attract medical human resources, especially high-quality human resources with sufficient capacity to perform advanced techniques for provincial hospitals to assume regional functions...

(3) Solutions for mobilizing and allocating investment capital:

- Mobilize  and effectively use investment capital from the following sources: (i) state budget; (ii) official development assistance (ODA) capital and preferential loans, non-refundable aid not included in official development assistance from foreign agencies, organizations, and individuals for Vietnam; (iii) funds for developing career activities in medical facilities; (iv) private investment sources; (v) other legal funding sources.

- Effectively use public investment to activate, mobilize, and attract all social resources, especially private resources, to participate in investment projects to develop medical facilities according to the planning...

(4) Solutions for science and technology development:

- Promote innovation in the medical field based on the big data platform and the application of artificial intelligence in medicine, promote the application of new scientific and technological achievements in disease prevention and examination, treatment, research, development, and production of drugs, vaccines, and medical equipment. Enhance potential, focus on prioritizing the development of highly applicable technologies, especially digital medicine, artificial intelligence, in key areas such as biotechnology, pharmacy, and biomedical electronics.

- Establish a national digital health ecosystem platform to serve the planning, management, and operation of the health system.

(5) Solutions for international cooperation:

- Develop an information network with a number of countries and international organizations related to health to access, exchange, transfer, and apply medical and scientific advances around the world.

- Strengthen and develop existing cooperative relationships, expand new relationships with countries, international organizations, and development partners; strengthen mobilization and effective use of foreign aid for investment in infrastructure and medical equipment; promote cooperation in expertise, technology, high-quality training, and cooperation in exchanging experts, transferring technology, and researching and developing specialized health care...

(6) Solutions on linkage and development cooperation:

- Promote close linkages between public health service units in various fields, especially building a connection system between prevention and medical examination and treatment, within the region, between regions, and the whole country, and implementing military-civilian medical cooperation in health care.

- Strengthen the connection and support between public and private healthcare, have mechanisms to encourage, mobilize, and enhance the role of private healthcare not only in the field of providing healthcare services but also in other healthcare tasks.

(7) Solutions on organizing, implementing, and monitoring the planning:

- Enhance the role and responsibility of relevant parties and the effectiveness of inter-sectoral coordination, promoting multi-sectoral activities in healthcare. Develope inter-sectoral action plans in healthcare in general and especially in preparing for and responding to epidemics and emergencies.

- Organize the public announcement of the planning in various forms, creating high consensus and unanimity among organizations, businesses, investors, educational institutions, and people when implementing...
