Urgently Complete the Legal Framework for Non-Cash Payment Activities

The Prime Minister of the Government of Vietnam has just issued Directive 22/CT-TTg on Promoting the Implementation of Solutions for Developing Cashless Payments in Vietnam.

To continue to promote the development of cashless payment and electronic payment to achieve the objectives of Decision 2545/QD-TTg, the Prime Minister requires the State Bank of Vietnam to implement the following tasks:

- Urgently complete the review, amendment, supplementation, and perfection of the legal framework for cashless payment and electronic payment activities, meeting the requirements for developing new payment models and service products;- Take charge and cooperate with ministries and relevant agencies to submit to the Government of Vietnam for consideration and issuance a Decree replacing the Decree on cashless payment before July 1, 2020;- Continue to research and issue within its authority or submit to the competent authority to issue suitable mechanisms and policies regarding payment service fees to encourage organizations and individuals to conduct cashless payments;- ...
