On November 20, 2024, the Prime Minister of the Government of Vietnam issued Decision 1437/QD-TTg regarding the National Plan for digital economy development in Vietnam for the period 2024 - 2025.

Tasks and solutions for digital data development in Vietnam in the period 2024 - 2025

- Accelerate the readiness of high-quality data sets and promote the circulation, sharing, and opening of data

Develop and issue regulations on the database catalog of ministries, ministerial-level agencies, agencies under the Government of Vietnam, and provincial People's Committees including the following contents: Database name; purpose, scope, and content of each database; mechanism for collecting, updating, data sources collected for each database; listing of data categories including open data and data to be shared.

- Promote data opening, integration, reuse, data circulation, and improve efficiency through data-driven innovation

Research to update national standards on data quality; research and propose the application of a controlled experimental mechanism "sandbox" for determining data ownership, management, processing, and distribution.

- Research and pilot implementation of scenarios for data exploitation and use, and digital application development

Develop a pilot Scheme for a data exchange platform to bring data into market circulation; research and implement scenarios and typical applications for data exploitation and use in service of sector and field development ensuring compliance with legal regulations.

- Periodically evaluate data quality to ensure it is “accurate, adequate, clean, and alive”

The ministries, central authorities, and local authorities conduct data governance activities including: (i) Inventory and report the annual data status and assess the quality of the data catalog; (ii) Evaluate compliance with standards, regulations, and provisions on data; (iii) Evaluate data quality including: Accuracy, integrity, completeness, availability, timeliness, auditability, usability, and uniqueness of data, unusual data; (iv) Evaluate maintenance, operation, data updates, update logs, and data retrieval.
