On November 25, 2024, the Minister of Health of Vietnam issued Decision 3552/QD-BYT regarding the Inspection Plan for 2025.

The Minister of Health of Vietnam issued the Inspection Plan for 2025 with the general tasks and inspection contents as follows:

(1) General Tasks

- Advise the Ministry of Health on drafting legal documents concerning health inspection and anti-corruption in the health sector.

- Organize the dissemination and communication of legal documents on healthcare, medical inspection; conduct training in inspection expertise on the fields of: Preventive healthcare; medical examination and treatment, health insurance, population; pharmaceuticals, medical equipment; finance, budget, anti-corruption; citizen reception and grievance resolution, and participate in conferences and seminars of related units.

- Conduct inspections to detect violations and inadequacies in management mechanisms, policies, and laws, thus promptly recommending competent authorities to amend, supplement, replace, or newly issue legal documents in the healthcare sector; identify positive factors to promote, apply preventive measures, while rigorously addressing any violations (if any). Conduct sudden inspections upon detection of legal violations or as required by grievance and denunciation resolution or as directed by competent authorities.

- Implement anti-corruption and negative conduct measures according to legal regulations and the guidance of the Government Inspectorate of Vietnam on anti-corruption and negative conduct.

- Organize citizen reception according to regulations, handle and resolve complaints, denunciations, petitions, and feedback according to legal provisions.

- Supervise the activities of Inspection Teams according to legal regulations.

- Check the implementation of Inspection Conclusions, Inspection Handling Decisions according to legal regulations.

- Implement anti-smuggling, commerce fraud, counterfeit and substandard goods measures in the areas managed by the Ministry of Health according to Directive 17/CT-TTg dated June 19, 2018, by the Prime Minister of the Government of Vietnam and as required by the Central Steering Committee 389.

- Continue implementing administrative reform work and propagating administrative reform in the healthcare inspection sector.

(2) Inspection Content

- Ministry Inspections

+ Preventive healthcare field (with 05 sessions): Inspect ensuring the quality of clean water for daily use, compliance with legal regulations on biological safety in laboratories and vaccination in some healthcare facilities, state management in the preventive healthcare field, border health quarantine work, and vaccination activities.

+ Medical examination, treatment, and health insurance field (with 06 sessions): Inspect the responsibility for implementing policies and laws on Health Insurance; state management work on medical examination, treatment, and forensic examination.

+ Pharmaceuticals, cosmetics, and medical equipment field (with 06 sessions): Inspect the reception and evaluation for issuing medicine practicing certificate, certificate for eligibility for medicine business, GDP, GPP, management of drug prices, quality control, and special-controlled drugs; compliance with legal regulations in the production, importation, business of drugs, drug materials, cosmetics, and medical equipment.

+ Administrative inspection, anti-corruption, and citizen reception, and complaint handling (with 06 sessions): Inspect compliance with anti-corruption regulations; financial and budget management; citizen reception, handling, and resolving complaints; executing assigned tasks and authority in some units under and affiliated with the Ministry of Health.

+ General Affairs and post-inspection processing department: (02 sessions): Inspect the responsibility for public duty execution of officials and public employees regarding administrative reform.

- Food Safety Department (with 02 sessions): Inspect compliance with food safety regulations at health protection food production and business establishments in certain centrally managed provinces and cities.

- Population Department (with 03 sessions): Inspect compliance with regulations prohibiting gender selection in any form; legal regulations ensuring gender balance according to natural birth laws; implementation of the Scheme “Socialization of contraception supply and family planning/reproductive health services until 2030”; execution of the “Program for adjusting the birth rate suitable to regions and subjects until 2030”.

* A total of 30 inspection sessions: Of which, the Ministry’s Inspection has 25 sessions; specialized inspection functions assigned to units have 05 sessions.
