Below are the regulations on the assignment of duties of police officers commanding, directing traffic on road traffic routes in Vietnam in 2025.

On November 12, 2024, the Minister of Public Security of Vietnam issued Circular 69/2024/TT-BCA, regulating the command and control of road traffic by the Traffic Police.
According to Article 13 Circular 69/2024/TT-BCA, the assignment of duties of police officers commanding, directing traffic on road traffic routes in Vietnam in 2025 is stipulated as follows:
(1) Command and control traffic at intersections
- For intersections with one Traffic Police commanding and controlling traffic:
In the case where the traffic order and safety at the intersection are normal, the traffic police must stand in a favorable, easily observable position to guide traffic participants in an orderly, safe manner, detect and handle violations of traffic order and safety, initially resolve other legal violations or traffic accidents, and perform information reporting policies as prescribed.
In case of complicated developments regarding traffic order and safety at the intersection, the Traffic Police commands and controls traffic from the central position of the intersection or stands on a platform to command and control traffic if the intersection is equipped with a traffic control platform;
- For intersections with two or more Traffic Police commanding and controlling traffic:
The team leader is responsible for commanding, operating, and being accountable for all activities of the working group; assigning specific positions to each team member. When the traffic light signals function abnormally or when the density of people and vehicles in traffic is high, they will personally or assign a team member to stand at the center of the intersection or on a platform to command and control traffic if available; directing, inspecting, handling violations of road traffic laws, and performing information reporting policies as prescribed.
Team members stand at the edge of road crosswalks or between the central line of road crosswalks (standing on the main road with a heavy density of people and vehicles or complicated traffic order and safety); when changing traffic light signals, depending on the complicated situation regarding traffic order and safety on various roads, team members can change position to another road.
Team members are responsible for operating, guiding traffic participants to proceed in an orderly, safe manner according to the traffic light signals or the instructions of the traffic controller standing in the central position of the intersection or on the traffic control platform; detecting and handling violations of traffic order and safety, initially resolving incidents of other legal violations or traffic accidents according to regulations; performing other duties assigned by the team leader;
- The operational scope of the Traffic Police commanding and controlling traffic extends from the center of the intersection to the car stopping lines or limits of the intersection area. If there are incidents related to social order or safety, accidents, or traffic jams occurring outside the intersection area, the Traffic Police commanding and controlling traffic must directly or cooperate with other forces to resolve them according to regulations.
(2) Command and direct traffic at a position or area on the road when traffic congestion occurs
Based on the congestion situation and level to deploy forces to command and control traffic at various positions on the road. The deployment of forces follows these regulations:
- Deploy forces at flow separation points on the outermost ring of the congestion area. At these points, the assigned forces are responsible for guiding, separating traffic, or temporarily stopping vehicles from afar following preventive and congestion resolution plans or higher-level instructions to restrict vehicles from entering the congestion area, facilitating vehicles leaving the congestion area;
- Deploy forces along the route in the congestion area to control and guide traffic, preventing vehicles from encroaching on each other’s lanes and swiftly clearing from outside to the congestion area, allowing rescue vehicles and other forces to quickly reach the scene to resolve the causes of traffic congestion.
(3) Command and control traffic on roads in areas where events, festivals, conferences occur
Based on the actual situation of traffic order and safety, security, and order requirements, and the scale, nature, and importance of events, festivals, and conferences being organized, Traffic Police units organize surveys, plan, or arrange forces to guide, control traffic, segregate, and separate routes at intersections, complex points concerning traffic order and safety in the event, festival, conference area, and surrounding roads to ensure orderly, safe, and smooth traffic.
The principles for commanding and controlling road traffic in Vietnam are as follows:
- Comply with regulations in Circular 69/2024/TT-BCA, related legal regulations, and rules on democratic implementation in ensuring traffic order and safety.
- Ensure that people and vehicles in traffic proceed orderly, safely, and smoothly. If priority vehicles participate in traffic, they must be allowed to pass first, based on the order of priority rights of vehicles to open the way. Roads with high vehicle density are allowed to pass first and for longer periods; roads with few vehicles are allowed to pass later and for shorter periods; roads with motor vehicles go before roads with non-motor vehicles.
- Ensure unity in organizing, directing, operating, assigning, delegating, and coordinating in activities commanding and controlling road traffic.
- In the case of encountering vehicles or convoys carrying high-ranking leaders of the Communist Party, State, and foreign guests with Traffic Police leading, the Traffic Police commanding and controlling traffic must salute according to the People's Public Security Ordinance (as per Sample No. 01 attached to Circular 69/2024/TT-BCA) unless performing the act of controlling road traffic.
