Requirements and standards of police officers commanding and controlling traffic from January 1, 2024; regulations on assurance of conditions for organizing examinations of knowledge of law on road traffic order and safety from January 1, 2025; etc., are notable documents that will be covered in this bulletin.
This is a content of Circular No. 69/2024/TT-BCA dated November 12, 2024 on the command and control of road traffic by the traffic police promulgated by the Minister of Public Security of Vietnam.
Specifically, the requirements and standards of police officers commanding and controlling traffic are as follows:
- Requirements
+ Grasp and comply with Circular No. 69/2024/TT-BCA and other relevant laws;
+ Properly and adequately fulfill assigned tasks and comply with regulations on democracy exercise in the assurance of traffic order and safety and the Order of the People’s Public Security.
- Standards
+ Have at least intermediate-level certificates/diplomas of the People’s Public Security and equivalents. Regarding commissioned officers and non-commissioned officers graduating from schools outside of Public Security Authorities, they must undergo classes of advanced training in the law and profession concerning People’s Public Security as per regulation;
+ Have received professional training in the command and control of road traffic according to the program or content of the Traffic Police Department;
+ Have received training or guidance on the operational process, situation handling, and methods of use and maintenance upon assignment of tasks of managing, operating, and utilizing the system of road traffic lights; using smart devices to support the command and control of road traffic; commanding and controlling road traffic at the traffic command center.

Circular No. 26/2017/TT-BCA on the command and control of road traffic by the traffic police shall cease to have effect as of the effective date of Circular No. 69/2024/TT-BCA.
On November 12, 2024, the Minister of Public Security of Vietnam promulgated Circular No. 65/2024/TT-BCA on examinations of knowledge of the law on road traffic safety and order for restoration of points of driver's licenses.
According to the Circular, the assurance of the conditions for organizing examinations of knowledge of the law on road traffic order and safety is as follows;
- Assurance of physical facilities and equipment usable by examination authorities:
+ There must be rooms for examinations of knowledge of the law on road traffic order and safety equipped with computers and printers for officials to carry out their examination tasks and necessary physical facilities and equipment severing examinations; computers for examinees to use with WAN network connection of the Ministry of Public Security of Vietnam to the server at the Traffic Police Department;
The server shall have software installed for examinations of knowledge of the law on road traffic order and safety approved by the Ministry of Public Security of Vietnam connected to computers at examination points, ensuring the security and safety of data of computers used for examinations, connection log archive, and data adjustment.
+ There must be surveillance camera systems supervising examination rooms and devices for storing camera image data. Surveillance camera systems shall ensure the confidentiality to prevent illegal access from the outside;
+ Where computers at examination points do not have WAN connection according to Point a Clause 1 Article 5 of Circular No. 65/2024/TT-BCA, examination authorities shall use devices designed to archive information in a safe and secured manner to archive the information of examinees in service of the organization of the examination.
- Officials assigned to carry out tasks of examining knowledge of the law on road traffic order and safety shall have class A motorcycle driving licenses and automobile driving licenses and have received training and examiner’s cards organized and issued by the Traffic Police Department.

On November 8, 2024, the Minister of National Defense of Vietnam promulgated Circular No. 93/2024/TT-BQP stipulating and guiding the emulation and commendation concerning militia and self-defense forces.
According to the Circular, commendation forms for militia and self-defense forces include:
- Orders;
- Medals;
- State honorary titles;
- “Giải thưởng Hồ Chí Minh” (Ho Chi Minh Prizes), “Giải thưởng Nhà nước” (State Prizes);
- “Bằng khen của Thủ tướng Chính phủ” (Diplomas of Merit of the Prime Minister of Vietnam);
- “Vì sự nghiệp vũ trang quần chúng” (For the cause of mass armament) Commemorative Medals;
- “Bằng khen của Bộ trưởng Bộ Quốc phòng” (Diplomas of Merit of the Minister of National Defense of Vietnam);
- Diplomas of Merit of the Ministries, Departments, and Central or Provincial Authorities;
- Diplomas of Merits of the Directors of the General Staff, General Political Department, and affiliates of the Ministry of National Defense of Vietnam;
- Certificates of Merits of the Directors of the General Staff, General Political Department, and affiliates of the Ministry of National Defense of Vietnam;
- Certificates of Merit of Directors of the Military Commands and Border Guard Commands of provinces and Military Commands of districts, departments, institutes, and equivalents;
- Certificates of Merit of Directors of agencies and units with statuses of juridical persons affiliated with ministries and central and local authorities; Certificates of Merit of Presidents of People’s Committees of districts; Certificates of Merit of Presidents of People’s Committees of communes.
See more details in Circular No. 93/2024/TT-BQP, effective as of December 22, 2024. Circular No. 57/2020/TT-BQP on guidelines on emulation and commendation concerning militia and self-defense forces shall cease to have effect as of the effective date of Circular No. 93/2024/TT-BQP.
On November 15, 2024, the Government of Vietnam promulgated Decree No. 149/2024/ND-CP on guidelines on the Law on Management and Use of Weapons, Explosives, and Combat Gear 2024.
According to Article 9 of Decree No. 149/2024/ND-CP, the conditions for trading, importing, and exporting weapons are as follows:
- Organizations and enterprises of the Ministry of Public Security of Vietnam and the Ministry of National Defense of Vietnam engaging in the trading of weapons shall be assigned to engage in weapon trading by the Minister of Public Security of Vietnam or the Minister of National Defense of Vietnam; where organizations and enterprises engage in military weapon trading, they must have certificates of order and security eligibility.
- Managers and persons related to weapon trading shall receive training in the management of weapons and fire safety; warehouses, storage places, transport equipment, devices, and tools serving the trading shall be conformable and ensure fire safety, responses to incidents, and environmental protection in the management, preservation, and transport of weapons.
- Organizations and enterprises importing and exporting weapons shall be organizations and enterprises licensed to engage in weapon trading and assigned to import and export weapons by the Minister of Public Security of Vietnam or the Minister of National Defense of Vietnam.
Decree No. 149/2024/ND-CP comes into force as of January 1, 2025, excluding Articles 9, 10, and 11 of Decree No. 149/2024/ND-CP, which come into force as of July 1, 2025; Article 7 of Decree No. 149/2024/ND-CP comes into force as of January 1, 2026.
Decree No. 79/2018/ND-CP shall cease to have effect as of the effective date of Decree No. 149/2024/ND-CP, excluding Articles 7, 8, 9, 10, and 11, which remain effective until the end of June 30, 2025.
