Training for Emergency Medical Teams (EMTs) on health response in disasters and search and rescue in Vietnam

On February 26, 2024, the Minister of Health of Vietnam issued Decision 425/QD-BYT approving the 2024 Implementation Plan for Disaster Prevention, Control, and Search and Rescue of the Ministry of Health.

The specific objectives of the 2024 Implementation Plan for Disaster Prevention, Control, and Search and Rescue of the Ministry of Health include:

- Strengthening the Civil Defense, Disaster Prevention and Control, and Search and Rescue Command of the units under the Ministry of Health and the Departments of Health of provinces and cities; enhancing the responsibility of the leaders and the coordinating role of the Civil Defense, Disaster Prevention and Control, and Search and Rescue Command of the Ministry of Health.

- Enhancing the capacity of the Civil Defense, Disaster Prevention and Control, and Search and Rescue Command officers in disaster-prone provinces; developing guidelines and conducting training for Emergency Medical Teams (EMTs) on health response in disasters and search and rescue.

- Effectively participating in international cooperation activities, strengthening fundraising efforts from domestic and international organizations.

- Inspecting and monitoring disaster-prone provinces; maintaining information management, reporting, evaluation, and summarization as required.

In addition, the responsibilities of units under the Ministry of Health in implementing the 2024 Implementation Plan for Disaster Prevention, Control, and Search and Rescue are as follows:

- Proactively developing plans and allocating sufficient funds for disaster prevention, control, and search and rescue activities, to be prepared and ready to respond to emergency situations caused by disasters, calamities, or incidents. Having contingency plans to ensure the safety of personnel, facilities, and equipment of the units in disaster situations, storms, and incidents.

- Hospitals and healthcare facilities should develop emergency response plans for the provision, transportation, reception, and treatment of victims upon request; organize mobile teams and peripheral emergency teams ready to support localities in responding to incidents and disasters when needed.
