Below are the responsibilities of officials and public employees of the Ministry of Finance of Vietnam when they are issued with an official passport from November 19, 2024.

On November 19, 2024, the Minister of Finance of Vietnam issued Decision 2742/QD-BTC regarding the Regulations on the management and use of diplomatic passports and official passports for officials and public employees of the Ministry of Finance.
According to Article 5 of the Regulations issued with Decision 2742/QD-BTC in 2024, the responsibilities of persons issued with diplomatic passports and official passports are as follows:
- Keep and preserve carefully; do not erase or alter the contents of the documents, do not allow others to use them, and do not use them contrary to Vietnamese law.
- Only use one valid passport for each overseas business trip suitable to the decision to send them abroad and the nature of work performed abroad, except for special cases as guided by the Ministry of Foreign Affairs.
- When there is a decision to go on an overseas business trip, individuals must bring the decision to the passport management unit to perform procedures for handing over and receiving the passport; return the passport to the passport management department of the unit within 5 working days from returning to the country after completing the business trip.
In case, after returning to the country, they are continually sent on overseas business, they must send the decision to the passport management department of the unit for acknowledgment and entry into the monitoring register.
- When changing the workplace, officials and public employees granted passports must report to both the unit managing passports where they are transferring from and to, so that these units can carry out the handover and management of the passports as prescribed.
- Diplomatically, or official passports are not allowed to be used for personal overseas travel purposes.
- In the event officials and public employees damage a passport, they must immediately report to the passport management unit to report to the competent authority for handling according to regulations.
- If officials and public employees lose a passport:
+ If the passport holder is in the country, they must make a detailed account with confirmation from accompanying individuals or the nearest police agency; promptly report to the unit directly managing diplomatic passports or official passports of officials and public employees, and the agency authorized to send them abroad, to request the Ministry of Foreign Affairs to process the cancellation of the lost passport per regulations.
+ If the passport holder is abroad, they must immediately report in writing to the competent authority of the host country and the nearest Vietnamese diplomatic mission abroad.
The principles for passport management and use are stipulated in Article 3 of the Regulations issued with Decision 2742/QD-BTC in 2024 as follows:
- Passports are documents owned by the State. The management and use of passports must be conducted according to the Regulations issued with Decision 2742/QD-BTC in 2024 and related legal provisions. Passport use must not damage the reputation and interests of the Vietnamese State.
- Passports can only be used for overseas travel according to the decision of deployment or written consent from an authorized agency or individual stipulated in Article 11 of the Law on Exit, Entry of Vietnamese Citizens 2019, except when traveling abroad for study for more than 06 months.
- Passports must be strictly and scientifically managed, not lost, damaged, or misused for unauthorized purposes.
- Any person improperly managing or using a passport will be disciplined, fined administratively, or criminally prosecuted according to the nature and severity of the violation as prescribed by law.
