Urgently completing the dossier requesting the development of the Law on Fire Prevention, Fighting and Rescue in Vietnam is the content of the Notice 475/TB-VPCP dated November 18, 2023 on the Prime Minister's conclusions at the National Online Conference evaluating the results of 10 months of implementing the Directive 01/CT-TTg on strengthening fire prevention and fighting in the new situation issued by the Government Office.
The Prime Minister to request the Ministry of Public Security perform the following specific tasks:
- Urgently complete the dossier requesting the development of the Law on Fire Prevention and Fighting (Fire Prevention and Fighting) and Rescue and Rescue (CNCH); Closely coordinate with ministries and branches, especially the Ministry of Construction, to review and amend regulations on fire prevention and fighting, standards, and technical regulations to ensure consistency and minimize unnecessary costs for people and businesses.
- Direct the strict implementation of processes and regulations on design approval, acceptance of fire prevention and fighting, and safety inspection of fire prevention and fighting and rescue in the spirit of openness and transparency, without causing trouble for people and businesses; negative behavior in this work is strictly prohibited.
Research additional regulations on the safe use of electricity behind the meter
Specifically, the Prime Minister also asked the Ministry of Industry and Trade to focus on implementing the following tasks:
- Urgently complete the Law project amending and supplementing the Electricity Law, including research and additional regulations on safe use of electricity behind the meter to clarify the responsibilities of management agencies, organizations, and individuals. While this Law has not yet been promulgated, immediate solutions are needed to minimize the risk of fire and explosions caused by electrical systems and equipment.
- Strengthen risk management, coordinate reviews of business establishments, and store chemicals with a high risk of fire and explosion in residential areas and places where people gather and relocate, and ensure safety conditions for fire prevention and rescue.
- Direct the electricity industry to strengthen propaganda and guidance on fire safety in using electricity; carry out general reviews, inspections, and safety in electricity use for projects, facilities, and households; and strictly handle violations according to regulations.
