To ensure learning conditions for ethnic minority and mountainous students in Vietnam

On December 20, 2023, the Prime Minister issued Official Telegram 1385/CD-TTg on strengthening and ensuring food, accommodation, living and learning conditions for preschool children, boarding and semi-boarding students, and students in ethnic minority and mountainous areas in Vietnam.

To ensure learning conditions for ethnic minority and mountainous students in Vietnam

To continue improving the quality of education, care, and nurturing of preschool children, boarding students, day students, ethnic minority students, and mountainous students, the Prime Minister requests the Ministry of Education and Training implement the following key contents:

- Take charge and coordinate with relevant ministries, agencies, and People's Committees of centrally-affiliated provinces and cities to review the organization and implementation of meals for preschool children, boarding students, day students, ethnic minority students, and mountainous students, and the implementation of other policies for preschool children and students at educational institutions within the management scope; strictly handle any violations by organizations or individuals.

- Strengthen guidance, management, and inspection of the implementation of ethnic education policies, sanitation and food safety, school safety, accident and injury prevention, and fire and explosion prevention in educational institutions.

- Directly enforce regulations on financial management, assets, procurement of educational equipment, and ethical standards for teachers; enhance state management of education; actively create a safe, healthy, and friendly educational environment.

For ministries, sectors, and localities assigned specific functions and tasks, strictly comply with the provisions of Decree 116/2016/ND-CP and Decree 105/2020/NĐ-CP; the tasks and solutions stated in Decision 1719/QD-TTg dated 2021, Decision 1660/QD-TTg dated 2021, and Decision 1609/QD-TTg dated 2022.
