This is the content stipulated in Joint Circular 13/2016/TTLT-BTNMT-BNV, prescribing the standards, conditions, forms, and contents of the promotion examination for professional titles of public employees in the natural resources and environment sector.

Public employees may register for the promotion examination to higher ranks in professional titles when they meet the following criteria and conditions:

- Belong to a public service provider that has a demand;- Currently hold a professional title with the same first four digits in the professional title code as the registered professional title for the promotion examination;- Meet the standards of the professional title rank registered for the promotion examination;- Have the capability to take on or currently work in a position suitable for the rank of the professional title registered for the promotion examination;- Be evaluated by the employing agency or unit to have sufficient qualities and professional ethics; successfully complete the tasks for three consecutive years leading up to the time of announcement for submitting examination registration; not be under any disciplinary action or have received any notice about consideration for disciplinary action;- Be nominated to participate in the promotion examination for professional titles.

The Joint Circular 13/2016/TTLT-BTNMT-BNV is effective from September 1, 2016.
