Seals that are no longer valid are wet seals of agencies, organizations, and state titles that are retained when these agencies change their names, split, merge, consolidate, dissolve, cease operations, or end their duties.

The invalid seals of certain state agencies will be retained for archival purposes and to serve historical research, including:

- President, Chairman of the National Assembly, Prime Minister the Government of Vietnam, Secretary-General of the National Assembly;- National Assembly, the National Assembly Standing Committee, the National Election Council, the Ethnic Council, Committees of the National Assembly, Office of the National Assembly, State Audit Office, Delegation of National Assembly deputies in provinces and centrally-run cities;- the Government of Vietnam, ministries; ministerial-level agencies, agencies attached to the Government of Vietnam; General Departments (excluding General Departments under the Ministry of Defense);- Office of the President;- People's Courts and People's Procuracies at all levels.
