The Central Executive Committee of Vietnam issued Regulation 225-QD/TW on December 30, 2024, declassifying information on the inspection, monitoring, and discipline work of the Vietnam Communist Party.
- The head of the Party committee, Party organization, advisory body, or assistance agency of the Party committee (the agency determining state secrets) shall base on practical requirements to decide on the establishment of the State Secrets Declassification Council.
- The composition of the Declassification Council includes: A representative leader of the Party committee, Party organization, advisory body, or assistance agency of the Party committee as the Chairman of the Council; a representative from the unit directly managing and protecting state secrets as the Secretary of the Council; representatives from other relevant agencies and organizations as members of the Council. The number of Council members is determined by the authority signing the decision to establish the Council.
- The Declassification Council has the responsibility to consider declassification; to discuss collectively, conclude by majority, and automatically dissolve after completing its tasks. Different opinions must be recorded in the meeting minutes to report to the head of the authority with jurisdiction over declassification decisions.
- State secrets regarding information on inspection, supervision, and discipline of the Communist Party, once declassified, must be stamped and have documentation affirming the declassification; in case of partial declassification, the declassification decision must clearly indicate the information content that has been declassified.
- No later than 15 days from the date of the declassification decision, the Party committee, Party organization, advisory body, or assistance agency of the Party committee at the Central and local levels must notify the relevant agencies, organizations, and individuals in writing.
Agencies, organizations, and individuals concerned, upon receiving notification of declassification, are responsible for stamping and providing documentation affirming declassification for the state secrets within their management scope.
- The dossier for declassification of state secrets regarding information on inspection, supervision, and discipline of the Communist Party must be archived, including: The decision to establish the Declassification Council; presentation requesting declassification of state secrets and the list of state secrets requested for declassification; minutes of the Declassification Council meeting; the declassification decision, and other related documents.
