In 2025, research and implementation of using VNeID for authentication and identification of organizations and individuals from level 2 in Vietnam

In the key task of reducing and simplifying regulations related to business activities, administrative procedures, and delegating authority to resolve administrative procedures to facilitate the people and businesses, the Prime Minister requires the Ministry of Public Security to lead, in cooperation with the Ministry of Home Affairs, the Office of the Government of Vietnam, and relevant ministries and agencies, to research and implement the use of VNeID to authenticate the identity of organizations and individuals (from level 2), while also replacing digital signatures and seals for individuals and businesses in interactive electronic forms when performing online public services, to be completed by June 2025.

Additionally, under the key task of reducing and simplifying regulations related to business activities, administrative procedures, and delegating authority to resolve administrative procedures to facilitate the people and businesses, the Prime Minister also demands that the Office of the Government of Vietnam carry out the following tasks:

- Urgently complete and submit to the Government of Vietnam for issuance in the second quarter of 2025 a program to reduce licenses at ministries, central authorities, and local authorities and delegate some tasks and licensing activities to businesses and social organizations to take care of during the 2025–2030 period.

- Independently review on the National Database of administrative procedures, the list of administrative procedures results with a prescribed period of 5 years or less and the list of administrative procedures records components with regulations to submit, present components of documents that are results of previous administrative procedures and have been stored in national databases or specialized databases to send to ministries, central authorities, and local authorities for reference, to serve the review and propose adjustments, replacements, or abolishments.
