The Prime Minister of the Government of Vietnam issued Decision 240/QD-TTg on February 4, 2025, regarding the Key Administrative Procedure Reform Plan for 2025.
The Key Administrative Procedure Reform Plan for 2025, issued with Decision 240/QD-TTg, clearly states the goal of administrative procedure reform in 2025 as follows:
- Thoroughly implement the directives of the Politburo on administrative procedure reform (APR) in Resolution 57-NQ/TW dated December 22, 2024, regarding breakthroughs in the development of science, technology, innovation, and national digital transformation, and the tasks and solutions as required by the National Assembly in Resolution 142/2024/QH15 dated June 29, 2024, and programs, plans, schemes, and documents issued by the Government of Vietnam and the Prime Minister of the Government of Vietnam, ensuring successful implementation and achievement of the set targets and objectives for 2025 and the period 2021-2025.
- Enhance strict control over the issuance of APR regulations in projects and drafts of legal normative documents (LNDP); strictly implement the assessment of policy impacts, APR in proposing, drafting, and assessing impact legislations, improving the effectiveness of consultation with affected entities, appraisal, inspection as regulated by law.
- Continue reviewing, reducing, and simplifying substantial and effective APR, focusing on reducing licenses at ministries, central authorities and local authorities, immediately eliminating regulations and APR that hinder business and investment activities of domestic and foreign enterprises and affect people's lives, thereby resolving bottlenecks, unlocking resources, saving costs for citizens and enterprises, and improving the business investment environment.
- Comprehensively innovate the handling of APR, provide public services independent of administrative boundaries; successfully pilot the Public Administrative Center model under the provincial People's Committee; enhance the quality of online public services, digital services for citizens and enterprises, aiming towards full-process online, personalized, and data-driven public services.
- Closely link APR with digital transformation, implement Scheme 06, modernize command, management, and services for people and enterprises, creating significant changes, innovative thinking, actions; apply scientific, technological achievements, advanced methods, and boldly pilot new initiatives and solutions addressing practical demands and development trends.
- Strengthen supervision, evaluation, and accountability of state agencies and competent individuals in serving the People; enhance the quality of officials and public employees involved in APR work.
The Key Administrative Procedure Reform Plan for 2025 clearly outlines the requirements to be implemented as follows:
- Uphold the spirit of responsibility, political determination, effort, and action of the heads of ministries, central authorities and local authorities in directing the organization and implementation, prioritizing resources for deployment. Determine that the successful implementation of this Plan is one of the bases for evaluating the achievements of the APR tasks of the ministries, agencies, and localities in 2025 and the period 2021-2025.
- Reform APR based on the benefits of citizens and enterprises, placing citizens and enterprises at the center, as subjects and as objectives; measure the satisfaction of citizens and enterprises as a benchmark for assessing the service quality of state administrative agencies at all levels.
- Implement directives and management in the electronic environment through the use of connected and consistently shared digital platforms and data among ministries, central authorities and local authorities, and within internally the agency or organization.
- Ministries, central authorities, and local authorities clearly define responsibilities and proactively organize the implementation of this Plan, closely coordinate with the relevant ministries, agencies, and localities, promptly reflect arising issues, difficulties, and obstacles during implementation to the Office of the Government of Vietnam for synthesis, reporting to the Prime Minister of the Government of Vietnam for review and direction.
- Best promote the role of the APR Task Force and the APR Advisory Council of the Prime Minister of the Government of Vietnam in directing, urging ministries, agencies, and localities to implement the Plan; promptly grasp, direct the resolution to overcome difficulties and obstacles regarding mechanisms, policies, and APR that hinder production and business activities and people's lives.
- Effectively mobilize and utilize all resources, the participation of levels, sectors, experts, scientists, citizens, enterprises; promote communication to create social consensus, strengthen people's trust.
Decision 240/QD-TTg takes effect from February 4, 2025.
