On January 24, 2025, the Minister of Finance of Vietnam issued Circular 04/2025/TT-BTC providing guidance on the preparation of budget estimates, management, utilization, and finalization of funds for the implementation of grassroots democracy to support funding for the activities of the People's Inspection Committee at commune, ward, commune-level town, state agencies, and public service providers.

The content and expenditure levels ensuring the operations of the People's Inspection Committee at the commune level, state agencies, and public service providers in Vietnam include:

- Expenditure on organizing meetings and conferences; travel expenses: The content and expenditure levels are implemented according to the provisions of Circular 40/2017/TT-BTC dated April 28, 2017, by the Minister of Finance regulating travel expenses policies, conference expenditure policies.

- Expenditure on purchasing office supplies, telephone charges, postage, and other expenses: Based on actual occurrences, according to actual invoices and within the operational funds allocated to the People's Inspection Committee, ensuring compliance with current legal regulations, and optimizing for savings and efficiency.

Funds supporting the activities of the People's Inspection Committee at the commune level are utilized from the state budget based on the annual estimates and plans of the Vietnam Fatherland Front Committee at the commune level, guaranteed by the commune-level state budget.

The head of the state agency or public service provider considers and decides the level of support for the activities of the People's Inspection Committee at their agency or unit, ensuring it aligns with reality, financial capability, and the regulations in the financial regulations and internal expenditure regulations of the agency or unit.

The Executive Committee of the Trade Union in the state agency or public service provider considers and decides the level of support for the activities of the People's Inspection Committee in alignment with the financial capabilities of the grassroots trade union of the agency or unit and the regulations in the financial regulations of the grassroots trade union.

Refer to Circular 04/2025/TT-BTC coming into effect from March 11, 2025, and replacing Circular 63/2017/TT-BTC dated June 19, 2017.
