Guidelines on the management and publication of construction material prices in Vietnam from March 8, 2025

Circular 01/2025/TT-BXD amends and supplements regulations on the management and disclosure of construction material prices as stipulated in Circular 11/2021/TT-BXD (amended and supplemented by Circular 14/2023/TT-BXD) as follows:

- The disclosed prices of construction materials must align with market prices, quality standards, origin, and the capability and scope of material supply at the time of disclosure. The list of disclosed construction materials is selected based on the list of construction materials included in the regulated costing system issued by competent authorities and available market materials;

- The Department of Construction takes the lead, cooperating with relevant agencies to organize surveys, collect information, and determine construction material prices in the area; disclosure is made according to Form No. 01 Appendix VIII of Circular 11/2021/TT-BXD; results are to be sent along with electronic data files (in a standardized format) to the Ministry of Construction for monitoring, management, and updating into the database system as regulated in Clause 3, Article 29 of Decree 10/2021/ND-CP;

- Where necessary, the Department of Construction may disclose monthly prices for construction materials with fluctuations to meet the requirements of construction investment cost management. The quarterly disclosure of prices is to be made before the 15th of the first month of the following quarter, and the monthly disclosure is to be made before the 10th of the following month.
