On November 13, 2019, the Chief Prosecutor of the Supreme People's Procuracy signed and issued Decision 561/QD-VKSTC regarding the promulgation of the Regulation on evaluating and classifying officials and public employees and workers in the People's Procuracy sector.
The regulation outlines four classification levels for officials and public employees, including: Outstanding completion; Good completion; Completion; and Incompletion of duties.
Each classification level has specific criteria for assessment. For instance, an official will be classified as "Incomplete" when any of the following criteria are met:
- Failure to implement or violation of guidelines, policies, or decisions made by the authorized entity.- Breach of discipline or rules, but not to the extent requiring the highest level of disciplinary action.- Failing to complete duties commensurate with the current position.- Committing errors in task execution requiring corrective measures.- Causing disunity within the unit.- Completing less than 70% of assigned tasks.- Engaging in authoritarian behavior, misconduct, corruption, embezzlement, or wastefulness and being disciplined as a result.- Scoring below 70 points in evaluations.
