The Minister of Natural Resources and Environment of Vietnam promulgates Circular 50/2024/TT-BTNMT dated December 31, 2024, stipulating the economic-technical norms for regional and national land investigation and assessment.
Attached to this Circular are the economic-technical norms for regional and national land investigation and assessment.
These norms specify the levels for directly investigating and assessing land at the regional and national level; monitoring soil quality, land degradation, and land pollution across the entire country. Costs related to task establishment, general management, acceptance inspection, and other directly related expenses will be calculated according to current legal provisions.
Included is an explanation of labor norms as follows:
(1) Land investigation and assessment labor norms refer to the necessary labor time expenditure of a worker directly producing a product (or performing a specific work task) and the time for which they are entitled to wages according to current legal regulations.
Technical labor stipulated in these norms refers to public employees in the specialized field of land management and equivalent specialties.
(2) The components of labor norms include:
- Work content: lists and describes the work content, basic operations, and main operations for performing the work.
- Establishment: determines the specific number and level of technical labor matching the requirements for executing each work content within the labor cycle until the product is completed. Within these norms, the determination of technical levels to perform work content is prescribed in Joint Circular 52/2015/TTLT-BTNMT-BNV, which stipulates codes and standards for professional titles of public employees in the land management sector, and Circular 12/2022/TT-BTNMT, which amends and supplements certain regulations regarding professional title standards for public employees in the natural resources and environment sector, and related regulations.
- Norm specifications: stipulate the necessary direct labor time to complete a product. Labor norms are determined separately for internal and external activities; the unit of measurement is day or group day/product unit.
