Guidelines on the latest regulations on the rights of members of Vietnam Communist Party

The Central Executive Committee issued Regulation 232-QD/TW on January 20, 2025, implementing the Charter of the Vietnam Communist Party, which includes guidance on the rights of party members.

Based on the Charter of Vietnam Communist Party; the Working Regulations of the Central Committee, the Political Bureau, and the Secretariat of the 13th Congress; considering the Proposal of the Political Bureau and receiving, explaining the contributions from comrades who are members of the Central Committee of the Communist Party 13th Congress, the Central Committee prescribes the implementation of the Charter of Vietnam Communist Party.

Regarding the rights of party members, Regulation 232-QD/TW of 2025 has provided implementation guidance as follows:

(1) The right of party members to be informed.

Periodically, monthly or unexpectedly, according to the guidance of the Central Propaganda Department and the upper-level party committees, the party committees at all levels provide party members with information about the situation, tasks of the localities, agencies, units; the policies and guidelines of the Communist Party, the laws of the State; domestic and international current events... suitable to the task requirements and characteristics of the party organizations and party members, contributing to enhancing awareness and creating conditions for party members to fulfill their assigned tasks well.

(2) The right of party members to self-nomination, nomination, and election of the leadership bodies at all levels of the Communist Party.

Implemented according to the regulations of the Central Committee of the Communist Party.

(3) The right of party members to criticize, question party organizations and party members; report and propose to the responsible agencies.

Communist Party members are allowed to criticize, question, report, and propose directly or in writing within the Communist Party's organizational framework regarding the activities of party organizations and members at all levels; about issues related to the functions, tasks, and authority of the party organizations or the responsibilities, tasks, and ethical qualities of those party members; and they are responsible before the party organizations for their opinions.

Upon receiving criticism, questioning, reports, or proposals, the party organizations and members must respond according to their authority, no later than 30 working days for grassroots party organizations and members, 60 working days for district, provincial, and equivalent levels, and 90 working days for the Central level. In complicated cases that require extending the response period beyond the stipulated time, the party organizations and members must be informed of the reason.

(4) Communist Party members will be informed of the evaluations of the party committee where they work and live when considering appointments, nominations for candidacy; they may express their opinions to party organizations and committees when considering decisions on their work or disciplinary actions.

More details can be found in Regulation 232-QD/TW effective from January 20, 2025.

Any previous regulations contrary to the above Regulation are hereby abolished.
