Urgently finalize the Decree on the organization of ministries and ministerial-level agencies in Vietnam after restructuring and streamlining

The Prime Minister urgently requires decisive and effective implementation of the reorganization and streamlining of organizational structures according to the directives of the Central Committee, the National Assembly, the Government of Vietnam, and the Prime Minister of the Government of Vietnam. Implement the tasks related to the enhancement of Communist Party committees affiliated with the Government of Vietnam to ensure their prompt operation.

Urgently finalize decrees defining the functions, tasks, powers, and organizational structures of ministries, ministry-equivalent agencies, and agencies under the Government of Vietnam after streamlining and reorganization to submit to the Government of Vietnam for review and issuance.

Organize the implementation of the National Assembly's Resolutions to operate the new structure of the Government of Vietnam; prepare drafts and submit them for approval to the National Assembly for the Law on the Organization of the Government of Vietnam and the Law on the Organization of Local Governments within the stipulated timeframe. Complete the project on the organization and operation of the inspection agency system to report to the competent authorities.

In addition, effectively implement Decree 178/2024/ND-CP dated December 31, 2024, by the Government of Vietnam concerning policies towards officials and public employees, workers, and armed forces in the execution of the organizational restructuring of the political system. Emphasize training and retraining to improve the quality of human resources and the ethical qualities of officials to meet the requirements following the reorganization and streamlining of the organization and machinery.

Urgently complete the proposal for the 2026 legislative, ordinance construction program, the law projects within the 2025 legislative, ordinance construction program, and detailed regulatory documents for laws and resolutions in effect, including 56 pending documents (36 decrees, 03 decisions, 17 circulars detailing 18 laws); thoroughly prepare contents for the 9th Extraordinary Session, 15th National Assembly.
