Regulation 262: Amendment to regulations on authority for resolving complaints on discipline of Vietnam Communist Party

On February 3, 2025, the Central Executive Committee issued Regulation 262-QD/TW amending Regulation 22-QD/TW in 2021 concerning the disciplinary inspection and supervision work of the VIetnam Communist Party, in which amendments were made regarding the authority to resolve complaints about party discipline.

Regulation 262: Amendment to regulations on authority for resolving complaints on discipline of Vietnam Communist Party

In Regulation 262-QD/TW of 2025, the Central Executive Committee has amended the regulations on the authority to resolve complaints regarding party discipline as follows:

- The resolution of complaints about party discipline is conducted from the inspection committee, the standing committee of the party committee, or the party committee at the grassroots level and above.

- The standing committee of the party committee or the party committee is the authority to resolve initial disciplinary complaints of the party organization regarding the disciplinary decisions of the inspection committee at the same level.

- The Central Inspection Committee is the final authority to resolve complaints regarding forms of discipline such as reprimands, warnings, and dismissals; the Secretariat is the final authority to resolve complaints regarding expulsion discipline by such decisions made by the party committees and affiliated party organizations below the Central level.

- For forms of discipline decided by the Central Executive Committee of the Communist Party, the Politburo, the Secretariat, and the Central Inspection Committee, the Central Executive Committee of the Communist Party is the final authority to resolve complaints.

The Central Executive Committee of the Communist Party is the final authority to decide on discipline, after consideration, concluding that a secret ballot must be held to decide on specific forms of discipline. The calculation of the number of votes for deciding on forms of discipline is implemented as stipulated in Point 3.1, Clause 3, Article 15 of Regulation 22-QD/TW of 2021.

(According to the previous regulation: For disciplinary forms decided by the Central Executive Committee, the Politburo, the Secretariat, and the Central Inspection Committee, the Central Executive Committee is the final authority to resolve complaints.

The Central Executive Committee is the final decision-making authority for discipline, after reviewing and concluding that a secret ballot must be held to decide the specific disciplinary form. The calculation of the number of votes to decide on disciplinary forms is implemented as stipulated in Clause 3.1, Article 15 of Regulation 22-QD/TW of 2021.)
