General technical standards for roadside rest stops in Vietnam from January 01, 2025

On November 15, 2024, the Minister of Transport of Vietnam issued Circular 56/2024/TT-BGTVT on the National Technical Regulations on Passenger Bus Stations, National Technical Regulations on Freight Bus Stations, National Technical Regulations on Rest Stops, National Technical Regulations on Vehicle Load Control Facilities on Roads.

General technical standards for roadside rest stops in Vietnam from January 01, 2025

Issued together with this Circular is the National Technical Regulation on roadside rest stops, designated as QCVN 43:2024/BGTVT.

General technical regulations on roadside rest stops in Vietnam are stipulated as follows:

- The connection of entry and exit roads to the rest stop must comply with road traffic connection standards.

- Rest stops have the following basic functions:

+ Provide free services at the rest stop for drivers, passengers, and road traffic participants including: parking areas; sanitation facilities; resting spaces; areas providing basic information;

+ Assist in rescue, emergency aid in traffic accidents or other emergencies;

+ Provide commercial services such as: supplying fuel, energy for road motor vehicles; food and beverage services; vehicle repair and maintenance; introduction and sale of goods to passengers, drivers, and participants in road traffic.

- Facilities and equipment of the rest stop must be constructed and installed to correspond with the facility level according to the provisions of TCVN 4319:2012.

- The electricity, water, lighting, and communication systems of the rest stop must be consistent, complete, and comply with the regulations of QCVN 07:2010/BXD, TCVN 4319:2012 to provide safe, continuous, and stable services for people and vehicles participating in traffic. The electrical system serving charging stations and equipment for electrically powered road motor vehicles must be synchronized and complete according to usage needs and investment phases.

- The rest stop must have mobile phone coverage and a broadcasting system.
