Documents Used for Payment at Enterprises Providing Public Postal Services

Circular 38/2019/TT-NHNN stipulating the provision of payment services without payment accounts of customers at enterprises providing public postal services was issued on December 31, 2019.

This Circular stipulates that organizations providing public postal services must regulate the specifications, templates, printing, and issuance of documents used in payments to ensure compliance with the payment processes of each type of service and relevant legal provisions.

The preparation, signing, control, circulation, management, use, and preservation of payment documents must conform to the legal policies on accounting documents.

For electronic documents, the data information in the documents must be fully controlled to ensure legality, validity, and integrity of the information. At the same time, the documents must be controlled and managed securely to prevent illegal exploitation, intrusion, and copying of the information.
