On December 24, 2024, the Prime Minister of Vietnam issued Decision 1639/QD-TTg approving the Scheme for developing the biological industry in the field of environmental protection in Vietnam by 2030.

05 tasks in the Scheme for developing the biological industry in the field of environmental protection in Vietnam by 2030​

The Scheme for developing the biological industry in the field of environmental protection in Vietnam by 2030​ has outlined 05 tasks as follows:

(1) Developing science and technology serving the biotechnology industry in the field of environmental protection

- Develop and apply biotechnology in the production of products, biological materials for treating pollutants

+ Research and apply biotechnology and equipment for waste treatment in the production and processing of agriculture, forestry, and aquaculture products; medical waste treatment products; industrial and domestic waste treatment products on an industrial scale, prioritizing energy recovery and waste recycling technologies;

+ Acquire and decode new technologies and equipment lines from countries with advanced biotechnology industries to develop biotechnologies in the field of environmental protection on an industrial scale.

- Develop enterprises applying technologies, production equipment lines for biological products on an industrial scale in environmental protection

+ Focus on developing enterprises that apply domestic technology to produce competitive biological products for environmental treatment, prioritizing circular waste technologies;

+ Encourage enterprises to adopt, master, and disseminate modern biotechnology from advanced countries worldwide in industrial-scale waste treatment, suitable to actual conditions in Vietnam.

(2) Enhance capacity serving biotechnology development and promote biotechnology industry in the field of environmental protection

- Training human resources

+ Train scientific human resources to meet the quantitative and qualitative needs to serve the development of the biotechnology industry in environmental protection. Prioritize advanced and retraining through training sessions and short-term courses for scientific staff implementing projects at research institutions; train technicians in biotechnology to produce biological products on an industrial scale used in environmental protection;

+ Organize and build a team of experts in market deployment and management of biotechnology enterprises in environmental protection.

- Develop and enhance facilities and equipment for research and production of biological products and equipment lines in environmental protection

Invest thoroughly, complete technical facilities for laboratories towards producing biological products used in environmental treatment;

- Organize activities of units connecting enterprises and technology transfer applications; perform functions of analysis, service, technology completion, product, and play a role in connecting organizations, enterprises, and scientific and technological individuals in research, production, and business of biological products in environmental protection.

- Develop a national information and database system on the biotechnology industry in the field of environmental protection

Build a national database system on biotechnology in the application of biological products and equipment lines applied in waste treatment in the production and processing of agriculture, forestry, and aquaculture products; medical waste treatment products; industrial and domestic waste treatment products on an industrial scale.

(3) Develop and complete the system of legal documents, mechanisms, and policies to promote biotechnology industry development in the field of environmental protection

- Review the current status of the system of legal documents, mechanisms, and policies to promote research, application, and mastery of technology, gradually forming the biotechnology industry in the field of environmental protection;

- Develop and complete policies encouraging and preferencing organizations and individuals participating in research and development, mastering, transferring, and applying biotechnologies in the field of environmental protection; attract and diversify investment resources for developing the biotechnology industry in environmental protection;

- Create a favorable, transparent market environment, further develop supporting industries and encourage businesses from all economic sectors to invest in the development of the biotechnology industry, forming and developing biotechnology industry enterprises in the environmental field.

(4) International cooperation in the biotechnology field for environmental protection

- Collaborate with developed countries worldwide in transferring, acquiring, mastering, and applying new, advanced biotechnology in production chains for equipment, biological products used in environmental protection that can be produced in Vietnam;

- Send scientific staff implementing projects to countries with modern biotechnology fitting the Scheme's research direction for short-term advanced training.

(5) Communications to raise awareness about the biotechnology industry in environmental protection

- Strengthen propaganda, dissemination, and education to raise awareness at all levels, sectors, and society about the role, position, and importance of the biotechnology industry in environmental protection;

- Regularly disseminate and update the public on knowledge, scientific, and technological achievements that are new and outstanding with high practical applicability from the biotechnology industry via mass media. Transfer technology, introduce technology models to stakeholders;

Organize environmental protection activities to introduce, train, and guide people, businesses, and all levels, and sectors on products, advancements, and techniques of environmental biotechnology, laying the foundation for raising awareness in the environmental protection field nationwide.
