Periodic reporting regime on the implementation of energy consumption standards in the plastic manufacturing industry in Vietnam

According to Circular 29/2024/TT-BCT, the standard of energy consumption (SEC) is the total amount of energy used to produce one unit of product mass.

The standard of energy consumption is the energy usage level applied to each specific type of product as stipulated in Circular 29/2024/TT-BCT.

Periodic reporting regime on the implementation of energy consumption standards in the plastic manufacturing industry in Vietnam

The periodic reporting regime on the implementation of energy consumption standards in the plastic manufacturing industry in Vietnam are stipulated as follows:

- Before January 31 each year, plastic product manufacturing facilities are responsible for reporting to the local Department of Industry and Trade in writing via direct delivery, postal service, or through the electronic information portal https://dataenergy.vn about the implementation of standard of energy consumption using the form prescribed in Appendix III issued with this Circular. In the case of reporting through the electronic information portal https://dataenergy.vn, plastic product manufacturing facilities are responsible for contacting the Department of Industry and Trade to establish and provide an account.

Within 20 working days from the date of receipt of the report from the plastic product manufacturing facility, the Department of Industry and Trade shall provide feedback and may request additional information (if necessary).

Within 5 working days from the date of receipt of the request for additional information from the Department of Industry and Trade, the plastic product manufacturing facility is responsible for amending and supplementing the information as requested.

- Before March 31 each year, the Department of Industry and Trade is required to report on the implementation of standard of energy consumption to the Ministry of Industry and Trade (Energy Saving and Sustainable Development Department) in writing via direct delivery, postal service, or through the electronic information portal https://dataenergy.vn using the form prescribed in Appendix II issued with Circular 29/2024/TT-BCT.

Circular 29/2024/TT-BCT takes effect from April 1, 2025, and replaces Circular 38/2016/TT-BCT, which regulates the standard of energy consumption in the plastic industry.
