On November 26, 2024, the Minister of Natural Resources and Environment of Vietnam issued Circular 25/2024/TT-BTNMT prescribing the procedures for developing the national land database.

Principles for building and updating the national land database in Vietnam from January 10, 2025

The principles for building and updating the national land database in Vietnam from January 10, 2025, are as follows:

- The land database, once constructed, must comply with the regulations set by the Minister of Natural Resources and Environment of Vietnam on the content, structure, and type of information of the national land database.

- The component databases of the national land database must be constructed simultaneously and must be linked and integrated with each other. The cadastral database is prioritized for construction to serve as the basis for building and spatial positioning of other component databases of the national land database.

- Data in the national land database must be consistent with the information, data, and records used to build the national land database.

- During the construction of the land database, the regulations on data safety and security must be ensured.

- Synchronizing and integrating the land databases under local management into the national land database under central management must be conducted regularly once the local land database is managed and operated.

- The scale of organizing the land database construction is determined by the district-level administrative unit based on the technical design - cost estimation of building the land database approved by competent authorities.

For district-level administrative units that have constructed a land database but lack complete data of all commune-level administrative units, supplementary construction is required to ensure inclusivity of the district-level administrative unit.

The technical design - cost estimation for building the land database approved by competent authorities must be submitted (in digital form) to the Department of Registration and Land Information Data for monitoring and summarizing.

- For agricultural production land areas that have planned or are in the process of land consolidation, the cadastral database is constructed during the process of measurement, cadastral mapping, registration, and issuance of Certificates.
