On September 4, 2024, the Minister of Agriculture and Rural Development of Vietnam issued Circular 11/2024/TT-BNNPTNT regulating the economic-technical norms for forest inventory and monitoring forest changes.

Costs and coefficients applied in forest inventory in Vietnam from October 24, 2024

Forest inventory follows the regulations in Chapter IV of Circular 33/2018/TT-BNNPTNT and Circular 16/2023/TT-BNNPTNT. The economic-technical norms for forest inventory in Vietnam are outlined in Appendix I issued with Circular 11/2024/TT-BNNPTNT.

Based on the specific conditions of each area and technical measures, the adjustment coefficient (K) is applied to calculate the necessary labor costs for each work item when drafting the outline and estimates.

For costs and coefficients applicable in forest inventory and forest dynamics monitoring in Vietnam, the following apply:

- Salary coefficient according to regulations; mobile allowance; hazardous occupation allowance; social insurance; health insurance; unemployment insurance; trade union fees;

- The difficulty coefficient is used to adjust the level of field labor when workers perform tasks in areas with varying levels of difficulty;

- The technical labor rate ceases due to weather conditions for field technical labor.

In detail:+ The adjustment coefficient (K) is used to calculate and adjust the labor cost when the factors forming the economic-technical norms for forest inventory and forest dynamics monitoring change.

+ The salary coefficient is implemented according to Decree 204/2004/ND-CP on salary policies for officials and public employees and the armed forces (amended and supplemented by Decree 117/2016/ND-CP).

Additionally, the cost of machinery and equipment for forest inventory and monitoring forest dynamics shall not exceed 5% of labor costs.

And the cost of materials, tools, electricity, water, and communications shall not exceed 5% of labor costs.

More details can be found in Circular 11/2024/TT-BNNPTNT, which takes effect in Vietnam from October 24, 2024, and replaces Circular 102/2000/TT-BNN-KL.
