On February 7, 2025, the Prime Minister of the Government of Vietnam issued Official Telegram 10/CD-TTg on strengthening the directive work on admissions for lower secondary schools and upper secondary schools, and the management of extra teaching and learning activities.
To continue improving the quality and effectiveness of state management concerning secondary admissions, high school admissions, and supplementary teaching and learning activities, the Prime Minister of the Government of Vietnam requests the Chairpersons of the People's Committees of provinces and central-affiliated cities to focus on directing the synchronous and effective implementation of tasks and solutions, and take comprehensive responsibility for the work of admissions for lower secondary schools and upper secondary schools, as well as the management of extra teaching and learning activities in their respective areas.
In particular, attention should be given to directing relevant agencies and units to prepare adequately the conditions for organizing secondary and high school admissions to ensure transparency, practicality, effectiveness, reducing pressure, and costs for society. Completion of the publication of secondary and high school admission plans for the academic year 2025 - 2026 should be by February 2025 so that students, teachers, and schools, as well as general educational institutions, can proactively prepare for the admission process.

The registration for high school admission is conducted according to the provisions in Article 10 of the Regulations promulgated together with Circular 30/2024/TT-BGDDT as follows:
- Registration for high school admission is conducted online. In cases where the conditions for online registration are not met, registration can be done in-person or via postal service.
- The Department of Education and Training provides specific guidance on the registration of high school admission for schools under its management.
For schools, high schools, and general schools with multiple educational levels that include high school (hereinafter referred to as high schools) under the Ministry of Education and Training, universities, educational institutions, and research institutes, registration for admission is directly managed by the Ministry of Education and Training, universities, educational institutions, or research institutes or carried out according to the guidance of the Department of Education and Training where the school is located.
Based on Article 12 of the Regulations promulgated together with Circular 30/2024/TT-BGDDT, the high school admission process is implemented as follows:
- The Chairperson of the People's Committee of the province or central city (hereinafter referred to as provincial-level People's Committee) approves the plan for high school admission. The high school admission plan includes the following basic contents: admission targets; quota and enrollment area; admission methods; policies for direct admission, prioritization, and encouragement; admission review time, and announcement of admission results. The high school admission plan is announced before March 31 each year.
For high schools under the Ministry of Education and Training, universities, educational institutions, and research institutes, the high school admission plan is directly managed and decided by the Minister of Education and Training, University Directors, University Rectors, or Research Institute Directors after reaching an agreement with the Department of Education and Training where the school is located.
- Based on the approved high school admission plan, the high school admission board develops and publicly announces the school's admission plan; organizes the registration for admission, receives, and prepares admission registration materials.
- The high school admission board organizes the admission as per the approved admission plan; proposes a list of admitted students to the Principal for submission to the Director of the Department of Education and Training for approval.
For high schools under the Ministry of Education and Training, universities, educational institutions, and research institutes, the list of admitted students is approved directly by the Minister of Education and Training, University Directors, University Rectors, or Research Institute Directors.
