The Minister of Health of Vietnam issued Decision 330/QD-BYT on January 24, 2025, regarding the Plan for Implementing the Law on Health Insurance 2024.

The content regarding reviewing legal documents and professional guidelines related to health insurance in the Plan for Implementing the Law on Health Insurance 2024 is as follows:

- Work Contents

+ Establish a list of legal normative documents and professional guideline documents in the field of health insurance within the scope of assigned functions and tasks.

+ Review legal normative documents and professional guidelines related to Law No. 51/2024/QH15 amending and supplementing several articles of the Health Insurance Law and propose amendments, supplements, replacements, abolition, or new issuance to ensure conformity with Law No. 51/2024/QH15 amending and supplementing several articles of the Health Insurance Law.

- Implementing Units

+ Department of Medical Examination and Treatment Management

Review  the  issuance  of  procedures,  regulations,  professional  guidelines  for  medical  examination  and  treatment;  regularly  review  and  update  diagnosis  and  treatment  guidelines;  regulations  on  pricing  of  medical  examination  and  treatment  services,  classification  of  technical  specialization  in  medical  examination  and  treatment,  propose  amendments,  supplements,  replacements,  abolition,  or  new  issuance  of  legislative documents  related  to  health  insurance  medical  examination  and  treatment.

+ Department of Infrastructure and Medical Equipment

Review  and  propose  amendments,  supplements,  replacements,  abolition,  or  new  issuance  of  legislative documents  related  to  the  nomenclature,  management,  and  use  of  medical  equipment  related  to  health  insurance  medical  examination  and  treatment.

+ Various Departments, Department, Ministry Office, Ministry Inspectorate

Review  legislative documents,  processes,  and  regulations  related  to  Law  No.  51/2024/QH15  amending  and  supplementing  several  articles  of  the  Health  Insurance  Law  and  propose  amendments,  supplements,  replacements,  abolition,  or  new  issuance  of  documents  to  ensure  conformity  with  Law  No.  51/2024/QH15  amending  and  supplementing  several  articles  of  the  Health  Insurance  Law.

+ Medical Examination and Treatment Facilities

Review  and  issue  professional  guidelines,  management,  and  use  of  drugs,  medical  equipment,  regulations,  and  procedures  on  medical  examination  and  treatment  under  their  jurisdiction  to  serve  the  purpose  of  health  insurance  medical  examination  and  treatment.

- Completion Time

The list of documents and review results to be sent to the Health Insurance Department before February 28, 2025.

Regarding the funding for implementing the Plan for the Law on Health Insurance 2024 as follows:

- The funding for this Plan is allocated from the annual state budget of the Ministry of Health, units, localities as per the provisions of the State Budget Law and other legal funding sources as prescribed by law.

- Agencies and units assigned to lead the implementation of specific contents and tasks in this Plan are responsible for planning financial - budget stages according to the implementation phase of the Law and estimating the annual state budget, reporting to the competent authority for approval in accordance with the provisions of the State Budget Law 2015 and mobilizing other support funding sources as prescribed by law to organize implementation.

- The Department of Planning and Finance promptly allocates funding for units to implement the assigned tasks.
